Questions

Solicitation Page #Section #Section TitleQuestion
4-51.2Price or CostThe solicitation references a Firm-Fixed-Price contract structured as a “Requirements” contract using expected quantities for price reasonableness. Please confirm whether billing will be strictly based on actual hours worked (not to exceed 2,080 hours per FTE annually), and whether there is any guaranteed minimum quantity. Since were requesting four they would fullfill as much of the 2,080 hours.
95.2.3Scheduling of ShiftsThe solicitation states contractor staff “may be assigned On-Call duties as needed, and may include working weekends and Holidays.” Please clarify whether on-call/weekend/holiday coverage is mandatory and, if so, how such hours are accounted for within the 2,080 annual hours per FTE. This will be at the discretion of the SFIHC on the on-call depending on the workload, and may/may not.
95.1.13 & 5.2.4Supervision, Adherence to Policies/Work AbsenceSections 5.1.13 and 5.2.4 state contractor employees are not authorized annual or sick leave and will not be paid for time not worked. However, Wage Determination 2015-5449 (Santa Fe County) requires paid holidays and vacation benefits under the Service Contract Act, and Executive Order 13706 paid sick leave may apply. Please confirm that the “no leave” language is intended only to clarify that leave hours are not billable to the Government, and that contractors remain responsible for providing all required SCA and applicable EO fringe benefits to covered employees. it is there if you want to utilize, or you can pu as a all inclusive rate.
11-125.8.5AvailabilityThe solicitation requires submission of a minimum of six (6) candidate profiles while the requirement is for four (4) Administrative Support Assistants. Please clarify whether the Government intends to select the final four candidates from the submitted profiles and whether interviews will be conducted as part of the selection process. Additionally, please confirm if alternate candidates should be fully vetted and ready for immediate substitution if needed. Say 6 but whatever can be submitted b/c we are requesting 4 assts.
3116.9Administrative and Management DataPlease confirm where the Commitments and the Representations, Certifications and Other Statements of Offerors should go - should they be included in Volume I, or as a separate Volume (i.e., Volume IV) Could be part of their resume.
84.1.1Contractor Furnished PropertyExcept for the property specified in paragraph 3.1 as government furnished, the Contractor shall provide all uniforms - Could the Government please clarify what type of uniforms are expected to be worn by the Contractor staff? It does not pertain, then it's basically t stating they provide their own if required.
