About this opportunity

The Department of Energy Office of Science, procuring through Brookhaven National Laboratory, seeks manufacturing and delivery of forward hadronic calorimeter absorber steel structures for the Electron-Ion Collider detector, with proposals due August 16, 2026. This procurement is restricted to Woman-Owned Small Business concerns.

Place of performance is Upton, New York. The base contract requires delivery of 845 production 8M modules plus five pre-production units within 78 weeks of award, with unilateral options for 216 additional 8M modules and 72 4M modules deliverable within 130 weeks. The modules are iron-scintillator sampling calorimeters comprising alternating 16 mm magnetic carbon steel (AISI 1020) plates and 4 mm scintillator plates, electron-beam or laser-beam welded and optionally nickel-plated for corrosion prevention. Each 8M module measures approximately 200 mm by 100 mm transverse size; 4M modules are 100 mm by 100 mm. The specification is NAICS 332999, All Other Miscellaneous Fabricated Metal Product Manufacturing, PSC 9640.

Distinctive technical requirements include ISO-9001 compliant quality assurance systems, material certifications with Certified Material Test Reports, magnetic permeability documentation per ASTM A773, laser or electron-beam welding compliance with AWS C7.4 standards, and dimensional acceptance testing at Oak Ridge National Laboratory within 90 days of receipt. Pre-production testing of five 8M modules at ORNL must complete within 16 weeks and receive written BSA approval before production authorization. Contractors must provide a program plan and manufacturing/inspection/test plan within four weeks of award and maintain records for three years post-completion.

Evaluation is best value with technical factors outweighing price: Design and Technical Capabilities (50 points), Prior Experience and Past Performance (25 points), Manufacturing Capabilities (15 points), and Quality Assurance (10 points). Offerors must achieve a minimum 60 percent overall technical score to be responsive. Proposals must remain firm for 120 days. Freight terms are FOB Oak Ridge National Laboratory, Oak Ridge, Tennessee (freight prepaid for North American shipments, DAP for foreign), with Net 10 payment terms from acceptance. All offerors must register in SAM.gov and provide three years of audited financial statements and minimum three customer references for comparable projects. Amendment 5, issued July 30, added an updated Questions and Answers document; prior amendments extended the deadline from the original March 11 date, reopened the RFP on July 10 with revised SOW, specification, and drawings, and updated Q&A documents on July 23 and 30.
