The Federal Emergency Management Agency (FEMA) is soliciting proposals for commercial off-the-shelf catastrophic flood modeling software to support the National Flood Insurance Program's reinsurance and rate development activities. The procurement seeks software licenses for storm surge and inland flood catastrophic data modeling, along with comprehensive supporting services including installation, training, documentation, and remote technical and troubleshooting support. The software must provide geographic coverage of the Continental United States, simulate at least 10,000 years of possible outcomes through stochastic event sets, and produce damage estimates and financial losses at various geographic levels for FEMA's Risk Rating 2.0 initiative. Proposals will be evaluated based on two primary factors: Technical Capability, which assesses the software's ability to meet Statement of Work requirements, and Price, with both factors carrying approximately equal weight. Performance will take place in Washington, DC, with the software supporting FEMA's Actuarial and Catastrophic Modeling Branch in analyzing flood risks and developing insurance rates.
