Please describe FEMA requirements for disclosing catastrophe model outputs to external non-FEMA parties? SOW, Page 2 1.1 FEMA will not disclose model specific output. However, FEMA rates are public, and the model output will be an input to those rates.

We understand FEMA requires no restrictions on the number of users within FEMA. Can FEMA provide a rough estimate of the number of users that would have access the catastrophe model?

SOW, Page 3 2.1.1 Approximately 5 users.

Can FEMA confirm it's preferred trial period duration for evaluating models not previously licensed? SOW, Page 3 2.1.2 Approximately a full year, however, this timeframe is subject to budget contraints and the timeframe will be soley at the governments discretion.

The solicitation references the Homeland Security Enterprise Architecture (HLS EA) Technical Reference Model (TRM). Is it a requirement of this solicitation to be approved to the DHS TRM prior to award?

SOW, Page 22 4.12 No, advance TRM approval is not required.

As a potential new vendor to FEMA, can details be provided about how a vendor achieves DHC Enterprise Architecture (HLS EQ) compliance?

SOW, Page 22 4.12 Compliance is achieved through a formal request for entry, and following approval, into the Technical Reference Model. This request is initiated by FEMA following award and is managed by the Chief Enterprise Architect to evaluate the product, data types, and security concerns.

Can FEMA please confirm the term of a vendor contract? Is the term five years with annual payments? Solicitation, Page 3 B3 The contract(s) are for a total of 60 months, divided into five, 12 month ordering periods for pricing purposes as outlined in B3. As noted in B2 Contract Minimum and Maximum, the minimum garanteed amount for each contract(s) is $50,000.00. After the minimum amount is met the Government has no further obligations under the contract. Task orders maybe issued as outlined in B8. and applicable contract clauses.

What is the estimated contracting date, or effective date for the contract, for successful offerors? Solicitation, Page 3 B3 Proposals are requested to remain valid for 90 days after reciept of proposals. Award is expected within this timeframe.

When will FEMA notify successful offerors? Solicitation, Page 61 E7 Proposals are requested to remain valid for 90 days after reciept of proposals. Award is expected within this timeframe.

There was no mention of Tsunami or Precipitation Flood modeling, both of which are included in the scope of the current contract. Do you intend for Tsunami and Precipitation Flood to be included under a separate solicitation? Is it intentional that those two perils have been excluded from this request?

The solicitation requests for modeling capabilities for tsunami modeling of the Continental United States as a preferred capability and has been updated to include precipitation as a preferred capability.

A separate solicitation will not be issued.

10 Will this be the only RFP for all flood models? Yes
