About this file
This document is a Request for Proposal (RFP) from the Federal Emergency Management Agency (FEMA) for commercial off-the-shelf catastrophe flood modeling software. The solicitation seeks up to five Indefinite Delivery/Indefinite Quantity (IDIQ) firm-fixed-price contracts for a flood modeling system to be used in FEMA's Reinsurance Broker System. Key requirements include delivering a commercial flood model with comprehensive geographic coverage, complete model components, specific model outputs, and training/technical support. Proposals must demonstrate the software's ability to be installed in FEMA's current cloud environment.
The RFP includes a two-volume proposal submission process with specific formatting requirements. Vendors must submit technical and business proposals by September 8, 2025, with questions due by August 27, 2025. The evaluation will focus on two primary factors: technical capability (approximately equal to price) and pricing. The government will assess vendors' ability to meet Statement of Work requirements, with consideration given to geographic coverage, model components, output capabilities, and technical support. The total contract value is anticipated to have a guaranteed minimum of $50,000 per contract and a maximum of $15,000,000, with task orders potentially issued for 12-month periods over a 60-month contract duration.
