About this opportunity
Naval Facilities Engineering Command seeks fire suppression system inspections, maintenance, testing, and repair services at Camp Lejeune and MCAS New River in Jacksonville, North Carolina, with proposals due May 27, 2026. This is a 100% small business set-aside.
Place of performance includes 23 specified buildings across the two Marine Corps facilities. The contract combines Firm-Fixed Price (FFP) recurring maintenance with Indefinite Delivery/Indefinite Quantity (IDIQ) non-recurring work, structured as a one-year base period plus four optional 12-month extension periods (maximum five years from June 17, 2026 through June 16, 2031). The FFP portion establishes a minimum guarantee for base-year services; IDIQ services are available for additional work ordered via task orders at unit-priced labor rates with an annual cap of $165,000. Repair liability under the FFP portion is limited to $250 per part and $2,500 per system; engineering modifications are performed under IDIQ via Statement of Work.
Required certifications include NICET Level III in Fire Alarm Systems and Water-Based Fire Protection System Layout, NICET Level IV in Special Hazards Suppression Systems, NICET Level III in Inspection and Testing of Water-Based Systems, and Registered Fire Protection Engineer credentials. NICET Level II certifications are acceptable for routine work. The contractor must demonstrate corporate experience on comparable projects of $50,000–$1M annually within the past five years. Evaluation factors include corporate experience, safety performance measured by DART and TCR rates (minimum thresholds 2.99 and 4.49 respectively), and past performance; award is based on lowest price among technically acceptable proposals. NAICS code 561621 applies. Offerors must submit Past Performance Questionnaires with proposals; if unable to obtain completed questionnaires before the deadline, submit the first page of Attachment C with contract and client information. Proposals must be submitted by mail to Sharon E. Humphrey at NAVFAC, Building 1107A Birch Street, Camp Lejeune, NC 28547-2521; no email or facsimile proposals are accepted.
