About this opportunity
The Department of the Army Corps of Engineers Engineering District New York seeks dredging of Fire Island Inlet and placement of dredged sand on Gilgo Beach and Overlook Beach, New York, with bids due and opened July 22. This is an unrestricted procurement under NAICS 237990 and PSC Y1KF with no small business set-aside.
Place of performance is Fire Island Pines, Fire Island, New York. The base work entails dredging approximately 1.5 million cubic yards from Fire Island Inlet channel areas to a depth of −14 feet Mean Lower Low Water plus 2 feet allowable overdepth and placing 1.5 million cubic yards on Gilgo Beach (Survey Stations 0+00 to 180+75) within 166 calendar days total. Dredging Area 1 is permitted September 21 through November 30, 2026, with 800,000 cubic yards placement at Gilgo Beach in 56 calendar days. Dredging Area 2 is permitted December 1, 2026, through March 31, 2027, with 700,000 cubic yards placement in 49 calendar days. Beach placement is prohibited April 1 through August 31 for nesting bird protection. Four optional tasks authorize placement of 35,000, 35,000, and 30,000 cubic yards respectively at Overlook Beach, exercisable at Government discretion within 65 calendar days of Notice to Proceed.
Work requires compliance with New York State Department of Environmental Conservation Permit No. 1-4799-00134, Modification 1, and Army Corps of Engineers wage rates and safety requirements (EM 385-1-1). Surveys must be conducted by New York licensed surveyors and certified hydrographers. Environmental protections include weekly seabeach amaranth surveys, Red Knot surveys with 300-meter buffer zones if birds are present during September–November, and work prohibition during April 1–September 7 for piping plovers, least terns, and roseate terns. Warranty of construction is required under FAR 52.246-21, covering the final accepted product. Monthly progress payments are based on before-and-after fill surveys submitted in 500-foot sections. Award goes to the lowest-priced responsive and responsible bidder across all contract line items combined. Three contractors submitted offers with base bids ranging from $44,550,000 to $62,625,000, with unit dredging prices from $16.00 to $31.59 per cubic yard. Amendment 2 issued July 20 clarified scope, schedule, and environmental requirements; bidders were required to acknowledge receipt by the deadline.
