About this file

This is Amendment 0001 to Solicitation W912DS26BA022, a dredging and beach nourishment contract issued by the U.S. Army Corps of Engineers (USACE) for the Fire Island Inlet and Gilgo Beach project in New York. The amendment, effective July 14, 2026, answers 18 bidder questions, revises and re-issues bid schedules, plans and specifications, provides topographic survey data in XYZ format for Gilgo Beach, supplies two additional utility permits, and documents approximate locations of obstructions within the FIJI channel and deposition areas. Bidders must acknowledge receipt of this amendment by the solicitation deadline or face bid rejection. The solicitation number is confirmed as W912DS26BA022, and all options within the contract are associated with Overlook Beach, not Gilgo Beach.

The basic work involves dredging approximately 1.9 million cubic yards of material from the Fire Island Inlet channel and deposition basins (Area 1 and Area 2) and placing 1.5 million cubic yards on Gilgo Beach along an 18,000-foot shoreline. Dredging of Area 1 is permitted from September 21 to November 30, 2026, while Area 2 dredging is permitted from December 1, 2026 to May 31, 2027. Beach placement is prohibited from April 1 to August 31 to protect nesting birds. The contract includes four optional placement tasks at Overlook Beach (Options 1-4), each subject to Government discretion. Payment will be based on the actual quantity of material placed within the beach template, not on material dredged. Environmental protections include weekly seabeach amaranth surveys, Red Knot surveys with 300-meter buffer zones if birds are observed during the September-November window, and a work prohibition during the April 1-September 7 environmental window for Piping Plovers, Least Terns, and Roseate Terns. The base work should be completed in 166 calendar days, with option execution contingent upon Government discretion and coupled conditions as specified. Bidders must submit electronically via PIEE, acknowledge all amendments, provide bid guarantees, and verify SAM.gov registration. The bid deadline and opening date/time are specified in the SF 1442 form referenced in Block 13.

A11. Quantities were computed from the surveys performed from December 2025 to March 2026.

1.9 million cubic yards is available for dredging and 1.5 million cubic yards is anticipated for beach placement. Payment shall be based on the quantity of material placed on the beach in accordance with revised Specification Section 01 30 00.

Q12. Will the contractor be allowed to place their pipeline in the middle of the beach, pump one direction continuously, flip their line and pump the other direction continuously?

A12. The Contractor shall proceed with the placement of beach fill in a continuous manner along the shoreline from the east to the west, or as directed and approved by the Contracting Officer or Contracting Officer Representative (COR).

Q13. Section 35 20 23 1.6 Overdepth Dredging states "Overdepth dredging will only be paid in those areas, within the contract dredging limits, where material exists above grade -6ft MLLW".

The project grade is -14' MLLW. Should this say -14ft MLLW instead of -6ft MLLW?

A13. The project grade is - 14' MLLW and the language has been revised. See revised Specification Section 35 20 23.

Q14. Section 35 20 23 3.2.1 Order of Work States "Due to NOAA EFH coordination, shoaling located in the east end of Narrow Bay cannot be dredged until October 15 to minimize adverse effects during SAV growing season. This can be accommodated by dredging Moriches Bay placement at Cupsogue Beach County Park first." Is dredging Moriches Bay part of this contract?

Please remove it if not.

A14. Section 35 20 23, paragraph 3.2.1 was revised and included into this amendment.

Q15. Please confirm whether the contractor will be paid for based off the beach template or the dredging template. Multiple areas throughout the contractor contradict where the contractor will be paid.

Beach Template:

i. Section 01 22 00 1.3.1.2 Measurement states "the total amount of material removed and paid for under the contract will be measured by the cubic yard placed on the beach within the design limits."

ii. Section 31 24 00, 1.3.1 Beach Fill Placement states that payment will be made based off measurement on the beach.

Dredge Template:

i. Section 01 22 00 1.3.1.2 Measurement states "The total quantity of excavated material for which payment will be made will be the theoretical quantity between the ground surface as determined by a survey and the grade and slope of the theoretical cross sections indicated. No allowance will be made for the removal of any material outside the required slope lines unless authorized."

ii. Section 35 20 23, 1.6 Overdepth Dredging states material removed to a depth 2' below the depth specified will be paid for.

iii. Section 35 20 23 1.10 Basis For Bids states "Payment will be at the contract unit price per cubic yard, multiplied by total cubic yards of acceptable dredging."

A15. Payment will be based on the actual quantity of material placed within the beach template.

Please refer to the Revised Price Schedule and amended Specifications for details.

Q16. If there is an overrun on the expected material to be dredge, will there be an adjustment to the template by adjusting the berm? Please confirm that the stationing will remain the same.

A16. At this time, the Government will maintain the current design template and stationing. Any material overruns or underruns will be governed by FAR 52.211-18 Variation in Estimated Quantity for payment purposes.

Q17. If there is an underrun on the expected material to be dredged, will the contract place material to the template specified until the quantity runs out and they will taper the beach?

A17. Due to the high shoaling rates at FIIJI channel and deposition areas, the Government does not foresee a shortage of available material.

Q18. Is there a required order of work for the Deposition Basins?

A18. See Government Response A14 of this amendment.

Revisions of specific paragraphs of the Project Specifications are as follows:

Section 01 11 00 Paragraph 1.2.2 Beach Placement Specifications

Placement along 18,000 feet of Gilgo Beach shoreline: The berm will extend 280 feet seaward from the baseline (southern edge of Ocean Parkway) at an elevation of +13.0 feet with tolerance NAVD. A feeder beach will extend approximately 320 feet seaward from baseline at an elevation of +9.0 with tolerance NAVD from baseline station 0+00, continuing westward to approximately baseline station 180+78.15. The landward extent of the berm will tie into the exiting dune. A seaward slope of 1-foot vertical on 20-foot horizontal will extend from the seaward end of the EL.

13.0' berm to the EL. 9.0' feeder beach and 9' feeder beach to the ocean bottom (grade). The beach fill shall commence with a 300-foot taper east of station 0+00 and be completed with a 300-foot taper west of station 180+78.15.

Section 01 22 00.00 10 Paragraph 1.3 UNIT PRICE PAYMENT ITEMS

1.3 UNIT PRICE PAYMENT ITEMS

Payment items for the work of this contract on which the contract unit price payments will be made are listed in the BIDDING SCHEDULE and described below. The unit price and payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for each of the unit price items.

1.3.1 Beach Fill - Overlook Beach

1.3.1.1 Payment

The total amount of material acceptably placed on the beach (from designated areas of Fire Island Inlet) to be paid for at the contract unit price as shown on the price schedule (Section 00 10 00), must be measured by the cubic yards in place on the beach by computing the volume between the beach shown by a survey made before filling and beach surface shown on a survey after filling.

The reference datum must be NAVD. No payment must be made for material placed:

(1) In excess of the quantity to the design grade plus the 1 foot tolerance. Refer to the Compensated Slope paragraph in section 31 24 00.00 18 BEACH FILL PLACEMENT for exception regrading compensated slope.

(2) Above EL. +8 and +12 ft. NGVD plus tolerance.

(3) Which was obtained from outside the designated dredged area or below the maximum dredging limit of the dredged area, except as directed by the Contracting Officer.

(4) Beyond the point where the 1 on 20 slope line intersects the transition from +8 ft, -1 ft, and , ocean bottom, respectively.

Original and Final Surveys:

The Contractor must make original and final surveys under the supervision of the Contracting Officer's representative and must make computations to determine the quantities of materials placed on the beach for acceptance.

Surveys for Progress Payments:

The Contractor will make any surveys for periods for which progress payments are requested and must make the computations based on these surveys.

1.3.2 Dredging

1.3.2.1 Payment

Payment will be made for quantity placed on the beach.

1.3.2.2 Measurement

The total amount of material removed and paid for under the contract will be measured by the cubic yard placed on the beach within design limits. Measurement of the number of cubic yards placed will be made by computing the volume between the beach surface shown by soundings of the last survey made before filling and the beach surface shown by soundings of the survey made after filling.

The soundings maps and or drawings accurately represent the channel and deposition basins conditions existing in March 2026 (Fire Island Inlet, New York). The soundings shown on the contract drawings were taken with an electronic depth recorder and/or multi-beam surveying system with a transducer frequency of 200-400 KHz. New soundings will be taken generally two weeks prior to dredging. Soundings after dredging will be made by an electronic depth recorder with a transducer frequency of 200-400 KHz or may be made by using a multi-beam surveying system of the same frequency. Weather dependent, after-dredging-surveys will be completed generally within five (5) days of completion of the project. Determination of quantities to be paid in the area specified after having been made once, will not be reopened, except on evidence of collusion, fraud or obvious error. Computations for payment purposes will generally be made by the Corps of Engineers utilizing the Triangulated Irregular Network (TIN) method.

Shoaling in the areas to be dredged on this project does not occur at a rapid rate from existing depths. However, the unit price for dredging based on the above method of computation of the quantity for which payment is to be made shall include the Contractor evaluation of shoaling, changes in the regime of the waterway, or changes caused by the Contractor's operations that may occur during the period between the survey before dredging and the survey for acceptance of work.

Scows: Where scows and are used in performance of work and where the Contractor maintains load measuring devices on such scows, copies of all recorded measurements made in connection with the work shall be furnished to the Contracting Officer and/or his/her representative. If as the work progresses the Contractor determines that a significant difference exists between the recorded scow quantities and the survey quantities computed from the check surveys described above, he shall immediately notify the Contracting Officer and /or his/her representative of any such discrepancies. Such notification shall include a description of the Contractor's methods of measuring scow, certification of measuring techniques, documentation of material sampling and methods used to convert scow measurements to in-place density.

It is emphasized that scow measurements shall not be used as basis for partial or final payments.

14-day partial payments will be based on approximate quantities determined by soundings or sweepings taken behind the dredge by the Contractor. The Contractor soundings are to be used for partial payments only and will not form a basis for the acceptance of the work.

The Contractor must inform the Government, in writing, within three calendar days of completing the work.

The total quantity of excavated material will be the theoretical quantity between the ground surface as determined by a survey and the grade and slope of the theoretical cross sections indicated.

When the Government perform surveys using multibeam, the data will be binned using the median soundings for contours and volumes. The maximum bin size will not exceed 3'x3'.

In the event that unforeseen obstructions or hard material is discovered, shoals in these areas will be assessed using the minimum sounding within the bin. This method will not be used for computation.

1.3.2.3 Unit of Measure

Unit of measure: cubic yard (CY).

One set of samples must be taken every 200 feet along the placed fill area. A grain size analysis of each sand sample will be made using sieve sizes comparable to the Wentworth size classifications (shown in Section 00 90 02 Attachment L Lab-Grain Size Wentworth Scale) and the results plotted on an appropriate curve format. The laboratory analysis results, and plotted grain size distribution curves must be furnished with the Daily Construction Quality Reports.

The contractor must obtain a minimum of three (3) grab samples from the channel, three (3) from the eastern deposition basin, and three (3) from the ebb shoal area. Samples must be spaced throughout these areas, and locations must be provided along with grain size analysis. A grain size analysis of each sand sample will be made using sieve sizes comparable to the Wentworth size classifications (shown in Section 00 90 02 Attachment L Lab-Grain Size Wentworth Scale) and the results plotted on an appropriate curve format.
