About this opportunity
Air Combat Command seeks sealed bids for removal and replacement of antiquated fire alarm systems in two dormitory buildings at Mountain Home Air Force Base, Idaho, with proposals due August 31 following Amendment 004, which extended the deadline from August 28. This is a 100 percent Service-Disabled Veteran-Owned Small Business set-aside under NAICS 238210, Electrical Contractors and Other Wiring Installation Contractors.
Place of performance is Mountain Home AFB, Idaho. Building 2318 is the base requirement; Building 2416 is an option line item. Both are three-story dormitory structures that will remain vacant during construction. The work involves complete demolition of existing fire alarm systems and installation of new addressable Fire Alarm/Mass Notification Systems (FA/MNS) using a sole-source Silent Knight 6820EVS Series system, which must communicate with the base's AES IntelliNet 2.0 fire monitoring system via a compatible AES 7707-88-ULP-M transmitter. The contractor must hold current Honeywell fire alarm licensing.
The base contract period of performance shall not exceed 600 calendar days from Notice to Proceed, allocated as 40 days pre-construction, 235 days construction, and 25 days post-construction. Work hours are 6 a.m. to 6 p.m. Monday through Friday, excluding holidays, with utility outages requiring 21 working days' advance coordination. A site visit was held August 7 at 10 a.m. MDT; questions were due August 12. Amendment 004 also provided government responses to RFIs and the site visit attendance list.
The contractor must provide a project superintendent with minimum 10 years construction experience and 5 years as superintendent on similar projects, a NICET Level 3 technician for fire alarm work, and a NICET Level 4 technician to prepare shop drawings and the Master Test Master Test Plan. Performance and payment bonds are due within 10 calendar days of award; bid guarantees are 20 percent of bid price or $500,000, whichever is less. Liquidated damages are $1,281.84 for the first day of delay and $396.96 for each additional calendar day. Prevailing wage applies under Davis-Bacon. The contract is firm fixed-price and subject to Buy American construction materials requirements.
