About this file
This is a Questions and Answers document for federal contract FA489726Q0007 concerning the installation of a fire alarm system in Buildings 2318 and 2416.
The contract involves design and installation of a new Honeywell/Silent Knight fire alarm system with AES (Automated Equipment Specialists) radio transmission capabilities. Key requirements include: separate Notice to Proceed and 300-day completion periods for the Base contract and Option 1, with liquidated damages applied separately to each; a minimum bid scope based on the plotted design with specifications, drawings, and SOW taking precedence; reuse of existing conduit and raceways if they meet specified criteria; both buildings remaining vacant during construction with no requirement to maintain the existing fire alarm system operational. The contractor must provide a NICET Level 3 technician for the fire alarm work, with a NICET Level 4 required to prepare shop drawings and the Master Test Plan. The AES subscriber must be configured to MHAFB's operating frequency of 138.2875 MHz with a 14.4 Ah battery for 72-hour secondary power operation. The contractor is responsible for all AES subscriber and head-end programming, with the AES IntelliNet 2.0 base-wide monitoring system already operational at the base. No equipment manufacturer representatives are required at commissioning, and no electromagnetic door holders are required for Building 2318. Patching of wallpaper areas must return conditions to pre-work status, and exposed surface-mounted conduit is acceptable where accessible ceilings are unavailable.

10. Is the FACP intended to be in a visible location in hallway/entry spaces?
a) Yes, in the foyer entry.
11. Will the 1st level FACP also serve the purpose of the LOC. Specifically allow modification of the panel door for public access for messaging?
a) Yes
12. Will the 1st level FACP/LOC also be required to perform ACU functions such as “override messaging” of upper-level LOCs?
a) Yes
13. Will exposed surface mounted conduit be acceptable in areas where accessible ceilings are not available?
a) Yes
14. What will be the expectation of areas requiring patching where wallpaper is currently in place?
a) Return to conditions prior to work.
15. Will carbon monoxide/gas detection be “only” required to perform local sounding at low frequency 520hz and NOT global voice messaging?
a) Yes, as per Specifications and Drawings.
16. Will the existing AES Radios be re-used and warrantied, or replaced with new units?
a) Replace with new units and old units to be turned over to USG.
17. Are AES units to be programmed by CES or other base personnel to assign account information, or will that be the responsibility of the contractor?
a) Responsibility of Contractor, as per Specifications / Drawings. USG to verify.
18. Monaco units are identified to be no longer present, is it correct to infer that responsibility to deprogram those units is no longer valid?
a) All Monaco units are removed at MHAFB
19. Confirm detectors will require sounder bases for local room evacuation AND speakers for general evac and MNS activation?
a) No
20. Confirm testing phases for each building (after initial in-house pretesting) will require 1 single final commissioning plan with appropriate base personnel for acceptance. All supplementary systems such as sprinklers will then be re-activated by base personnel after acceptance.
a) True
21. Will existing conduits be allowed to be reused and painted if required?
a) Yes, if they meet criteria specified in Drawings and Specifications
22. Will the QFPE be required to be licensed/registered in Idaho state?
a) No; however, must meet criteria set forth in Specifications
23. The drawings identify an AES 7707P-88-ULP-M subscriber and require a 7 dB VHF omnidirectional antenna, while the specification identifies model 7707-88-ULP-M. AES currently lists the 7707P series as standard 450–470 MHz and its 7 dB model 7210-7 as a UHF antenna. Please confirm the required subscriber model and MHAFB operating frequency/band, state whether the subscriber must be factory-configured to that frequency, and provide the approved manufacturer, model, and part number for the required 7 dB VHF antenna.
a) MHAFB is currently using a Monaco omnidirectional antenna at 138.2875 MHZ P/N 190- 400-00. AES factory will set the frequency.
24. The Design Analyses and Drawing Note 25 permit the shop drawings and calculations to be prepared by a NICET Level III individual, while Specification 28 31 76, Section 1.8.2.1 requires the fire-alarm system designer to be NICET Level IV or a QFPE, and Section 3.6.1 requires the Master Test Plan to be prepared and signed by a NICET Level IV. Please confirm whether the individual actually preparing the combined SD-02/SD-03/SD-05 package must personally be NICET Level IV or a QFPE, or whether a NICET Level III may prepare it when a NICET Level IV and the QFPE review and sign it; 2. Whether one individual who meets the QFPE qualifications may serve as both the fire-alarm system designer and the QFPE reviewer, or whether separate individuals are required; and 3. That the Master Test Plan must be prepared and signed by a NICET Level IV.
a) Specifications overrides Drawing Notes/Design Analysis; therefore, a NICET Level 4 is required.
b) One individual who is QFPE may be dual-hatted as reviewer
c) Specifications states that Master Test Plan must be NICET Level 4
25. Specifications Section 2.18.1.2 requires the AES transmitter to operate for at least 72 hours on secondary power, and Section 2.15.1.1 applies battery-capacity requirements and a 20 percent safety factor to fire-alarm transmitters. FA503 shows the AES 7707P-88-ULP-M with AES P/N 2425 and a 12-volt battery. The AES data sheet included in Appendix C identifies 200 mA standby current and a 10–12 Ah battery; 200 mA for 72 hours requires 14.4 Ah before alarm transmissions or the safety factor. Please identify the intended listed secondary-power arrangement for each building: the subscriber’s internal battery, power furnished through AES P/N 2425 from the FA/MNS system, or a separate listed power supply and battery system. Also confirm the controlling minimum capacity criteria and whether the 20 percent safety factor is additional to the 72-hour requirement.
a) 14.4Ah will be required.
b) 20-percent is additional to the 72-hour requirement
26. The Design Analyses state that the AES IntelliNet 2.0 base-wide monitoring system was “currently under procurement” and presume that it would be operational before these projects were advertised, while the specifications describe it as an existing system and require completed end-to-end communication before Government final testing. Please confirm that the AES head-end is installed, operational, and will be available for subscriber enrollment and acceptance testing before each building cutover. If it will not be available, identify the anticipated availability date, interim monitoring requirement, acceptance procedure, and responsibility for additional mobilization or retesting caused by head-end availability. Please also confirm whether the Government will perform the required Monaco D-21 head-end deprogramming or, if Contractor-performed, how authorized access and credentials will be provided.
a) Yes, AES IntelliNet 2.0 is operational at MHAFB
b) The Monaco D-21 is decommissioned and removed at MHAFB
27. Section 3.6.2.1 requires an authorized representative from each equipment supplier at pre- Government testing, and Section 3.6.4 requires the manufacturer’s technical representative at final Government testing. Please confirm whether “each supplier” means each distributor from which equipment is purchased, each major system manufacturer, or every component manufacturer; 2. Whether one Honeywell/Silent Knight factory-trained and factory-authorized technician may satisfy the Silent Knight representative requirements rather than a direct Honeywell employee; 3. Whether a separate AES representative is required at pre- Government or final Government testing; and 4. That separate representatives are not required for notification appliances, batteries, surge-protection devices, and other ancillary components.
a) No equipment / manufacturer or component representative will be required at commissioning.
28. The Building 2318 Design Analysis states that new electromagnetic door holders will be provided for the existing fire doors. However, the demolition drawings state that the former holders have been removed, the doors presently have closers, and the remaining wiring and boxes are to be removed and patched; the new-work plans show no door-holder locations.
Please confirm whether new electromagnetic door holders are required in Building 2318. If required, provide the bid quantity and locations and identify the required power and control arrangement. If not required, confirm that no door holders, associated control modules, or auxiliary power equipment are to be included.
a) No door holders will be required to be installed.
