About this file
This is a standardization request memorandum from the 366th Civil Engineer Squadron (Air Force Civil Engineer Center) at Mountain Home Air Force Base, Idaho, dated 2 June 2025, seeking approval to standardize fire alarm panel manufacturers for the installation.
The 366 CES Fire & Emergency Services conducted a comprehensive inventory control analysis of 353 fire alarm control panels (FACPs) across 21 separate manufacturers currently deployed on the base. The analysis examined component replacement values and remaining service life for each manufacturer. Key findings indicate that Monaco Enterprises, Inc. FACPs are not the most cost-effective choice for the installation, with Monaco addressable MAAP+ units averaging $11,000 each compared to Honeywell Silent Knight systems at approximately $8,000 each, resulting in potential savings of $3,000 per FACP and $540,000 overall. The memorandum initially identifies AES Fire & Securities Corporation as the requested sole manufacturer based on superior local and regional support. However, the supporting analysis demonstrates that Silent Knight systems provide better value and technical advantages. The supply chain analysis confirms that both Silent Knight and AES systems are manufactured in the United States, with readily available parts and service from local vendors, including Crane Alarm Service located 70 miles away in Nampa, Idaho. The procurement strategy involves attrition-based replacement as existing units reach their expected life cycles. An approval memorandum from AFCEC/CO is requested to concur with these findings. The point of contact is Installation Fire Chief Fred Ellis at (208) 828-6041 or fred.ellis@us.af.mil.

2 June 2025
MEMORANDUM FOR AFCEC/CO
FROM: 366 CES Fire & Emergency Services 355 Alpine St, Bldg 206 Mountain Home AFB, ID 83648
SUBJECT: Fire Alarm Panel Manufacturer(s) Standardization Request
1. The 366th Civil Engineer Squadron conducted a series of analyses to justify the use of a sole manufacturer for fire alarm panel units. As a results of the analyses, AES Fire & Securities Corporation has been identified as the requested manufacturer(s) of fire alarm panels to be used on Mountain Home AFB, Idaho. History has proven local and regional support being far superior to other manufacturers.
2. A comprehensive inventory control analysis was completed by a team comprised of the CEO Infrastructure Superintendent and the Installation Facilities Interior Utility Systems Sub- Activity Manager. The following data was derived from BUILDER and physical observation:
Manufacturer # of Units % Total
Units Component Replacement Value
Average Remaining Service Life (Years)
Altronix
4 .9 $726.06 1
Applied American 1 .2 $1600 0 (Inst 1995) Cerebus 1 .2 $5288 0 (Inst 1995) Detronic 1 .2 $4000 11
Eaton 1 .2 $5771 12 ELS 1 .2 Obsolete 0 (Inst 1988)
ETS/FCI 4 .9 Obsolete 0 (Inst 2001) Farenhyt 2 .4 $1650 14

Siemens 1 .2 $2347 12
Silent Knight 70 16 $1500 0 (Inst 1985) Simplex 58 13 $4000 0 (Inst 1984) VESDA 6 1 $5750 0 (Inst 1995)
Wheelock 15 3 $850 0 (Inst 1987)
3. A comprehensive control analysis of the 353 fire alarm control panel’s (FACP’s) across 21 separate manufacturers was completed. When comparing Monaco Enterprises, Inc FACP’s with other non-Monaco brand FACP’s to include price, technological advances, product availability, product reliability, and technical support, we have found Monaco, Enterprise, Inc is not the best choice for MHAFB Fire Protection. On average, a Monaco addressable MAAP+ FACP costs $11K, and other non-Moanco FACP’s such as Honeywell Silent Knight costs approximately $8K each. This ultimately results into a savings of $3K per FACP, and an overall savings of $540K for the installation.
4. A supply chain analysis was completed. With the consideration behind the Silent Knight and the AES systems both are manufactured in the United States of America. Therefore, parts and service are readily available from local venders, to include Crane Alarm Service out of Nampa, ID which is 70 miles away.
4. The procurement will be through attrition of the existing units as they reach their expected life cycle. Given the high percentage of 21 unique systems currently on the installation, technicians have significantly more experience and familiarization working with their equipment than other manufacturers on the installation.
5. An approval memorandum from the AFCEC/CO is requested to concur with the above findings.
