About this opportunity

The Department of Energy's Fermi National Accelerator Laboratory is soliciting proposals for the MIPV 01-02 Groundbed and Rectifier Replacement project under RFP No. 372752. The procurement requires the replacement of an existing cathodic protection groundbed and rectifier system, including site demolition, installation of six 15-foot-deep anode holes with cast iron anodes, trenching from anode locations to the rectifier, commissioning of the new system, and provision of as-built drawings. Qualified offerors must demonstrate at least five years of electrical experience in industrial facilities and five years of excavating/paving experience, provide descriptions of three similar projects completed within the past five years, and submit resumes for a project manager and superintendent with OSHA 30-hour certification. The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis, with technical evaluation focused on corporate capabilities, relevant project experience, and safety documentation including workers' compensation records and OSHA safety metrics. Proposals must be received by 3:00 PM CDT on April 30, 2026, with a mandatory pre-proposal meeting and site visit scheduled for 10:00 AM CDT on April 9, 2026, at Fermilab in Batavia, Illinois.

This solicitation is designated for small businesses under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a $19.0 million size standard, though no specific incumbent contractor is identified. The contract does not involve a set-aside designation, and no award value range is explicitly stated, though a 20 percent bid guarantee (not to exceed $3 million) and 100 percent performance and payment bonds are required if the contract exceeds $35,000. The project timeline is extremely compressed, with all material submittals required at Notice to Proceed (Day 0), rectifier installation and testing to be completed within five calendar days, and final project completion within an additional five calendar days. Work will be performed at Fermilab's facility in Batavia, Illinois (60510), and the subcontractor must comply with Davis-Bacon wage requirements, submit certified weekly payrolls via LCPTracker, meet comprehensive insurance requirements, and maintain compliance with Department of Energy worker safety and health standards throughout execution.
