About this file
Summary: Quality Requirements Section 014100
This is a Quality Requirements specification document for construction subcontracts issued by Fermi Forward Discovery Group, LLC (FFDG), effective March 2025. The document establishes mandatory quality management protocols for all subcontractors performing work at Fermilab, covering on-site and off-site activities including work by sub-tier contractors, fabricators, suppliers, and consultants.
Subcontractors must submit a Corporate Quality Assurance Plan with their bid or proposal, with failure to submit constituting grounds for non-responsive evaluation. A Project Quality Control (PQC) Plan must be submitted to the Procurement Administrator within 10 working days of subcontract award, subject to FFDG review and acceptance within 5 working days. The PQC Plan requires identification of personnel assigned to quality control functions, including a designated Project Quality Control Manager responsible for plan implementation, interfacing with the Construction Management Office, maintaining quality records, reviewing shop drawings, attending meetings, ensuring testing compliance, tracking deficiencies, submitting daily reports, and participating in inspections and punch lists. The plan must detail control, verification, and acceptance testing procedures for each required test and identify all definable features of work—discrete tasks with separate control requirements. Acceptance of the PQC Plan is conditional and predicated on satisfactory performance during construction. FFDG reserves the right to require modifications to the plan and operations, including personnel changes, to achieve specified quality standards. The document includes detailed appendices providing guidance on required elements for both Corporate Quality Assurance Plans and Project Quality Control Plans, encompassing organizational structure, document control, material management, nonconformance handling, inspection and testing protocols, and commissioning procedures.
