About this opportunity
The Department of Defense Washington Headquarters Service seeks multimedia environmental compliance, planning, and resiliency technical support services for Pentagon Reservation facilities, with proposals due June 1, 2026. This is a Women-Owned Small Business set-aside IDIQ contract with a minimum value of $100,000 and a maximum ceiling of $50 million over a period consisting of one month phase-in (June 1–30, 2026), an eleven-month base year (July 1, 2026–May 31, 2027), four twelve-month option years, and one six-month extension period through November 30, 2031.
Place of performance is Washington, DC (1155 Defense Pentagon, Room 5D325) with on-site operations at the Pentagon, Mark Center, Defense Health Agency Headquarters, and Raven Rock Mountain Complex in Pennsylvania and Maryland. The contractor must provide up to nine on-site cubicles at the Pentagon, one at the Heating and Refrigeration Plant, and one at RRMC, supplemented by remote subject matter experts and specialized subcontractors.
All contractor personnel must hold or obtain SECRET-level security clearances and be U.S. citizens. The contractor must maintain an active DoD Industrial Facility Security Clearance at the SECRET level by proposal due date and achieve CMMC Level 2 (Self) compliance for systems processing Federal Contract Information or Controlled Unclassified Information. Sixteen key personnel positions require specific qualifications: a Program Manager with 15 years minimum experience (or 13 years with master's degree) managing large multi-million-dollar environmental contracts; subject matter experts in compliance, CBRN, and drinking water requiring 15 years minimum (or 13 years with master's degree); senior scientists and engineers in tank management, resiliency, NEPA, stormwater, energy, and cultural resources requiring 10 years minimum (or 8 years with master's degree); and mid-level scientists requiring 6 years minimum (or 4 years with master's degree). All key personnel must hold or be eligible for SECRET clearances and must be U.S. citizens.
Services encompass environmental compliance (air permits, wastewater VPDES permits, stormwater MS4 permits, hazardous waste and chemical inventories, ozone-depleting substances, storage tanks, soil and groundwater, drinking water, and multimedia assessments); planning and resiliency (NEPA, cultural resources, energy efficiency, master planning); incident response and recovery for environmental releases and CBRN incidents; natural resources management; and outreach and event planning. Estimated annual workload is approximately 39,240 hours across 22 labor categories (approximately 21 full-time equivalents). All pricing is firm fixed price; 50 percent of contract performance costs must be incurred by prime personnel. Travel within fifty miles of the National Capital Region is included in pricing; travel exceeding that radius requires government approval. The government will provide office space, computers, network access, phones, and general office supplies; the contractor furnishes all personnel, equipment, supplies, and software licenses not provided by government.
Evaluation is Pass/Fail on security and key personnel requirements, followed by Factor I (Past Performance—weighted significantly more important than price) and Factor II (Price). Past performance proposals must include three relevant projects completed within five years with minimum contract values of $5 million, supported by completed past performance questionnaires from client references and client authorization letters. NAICS code is 541620 (Environmental Consulting Services); PSC is R499. The solicitation was amended on May 27, 2026, extending the proposal deadline from May 28 to June 1, 2026, at 12:00 PM EST. Acknowledgment of amendment receipt is required prior to the extended deadline.
