About this file
This is a Pricing Submission Worksheet template for the Facility Environmental Compliance, Planning, and Resiliency Technical Support contract (HQ003426RE025) issued by DOD Washington Headquarters Service. The worksheet is designed for offerors to submit hourly labor rates across 22 proposed labor categories for the base year and four option years, plus a six-month extension period. Required labor categories span multiple seniority levels and specializations, including Program Manager, Deputy Program Manager, Quality Control Manager, and subject matter experts and senior scientists in compliance, CBRN, drinking water, tank management, resiliency, cultural resources, NEPA, stormwater, and energy. Each category must be designated as prime, subcontractor, or teaming partner, with the government assessing whether 50% of contract performance costs are incurred by prime personnel.
The worksheet includes separate pricing tables for a sample task order covering seven environmental compliance tasks (air, wastewater, stormwater, hazardous waste and chemical inventories, ozone depleting substances, storage tanks, and multimedia assessments) plus other direct costs (ODCs), other costs, and government-set travel costs estimated at $8,000 annually. Offerors must provide the number of proposed full-time equivalents (FTEs), proposed annual hours, hourly rates, and annual costs for each labor category. An escalation rate table requires offerors to indicate cost escalation percentages for the base year and all option periods. The template allows for additional rows to accommodate all proposed labor categories and requires detailed breakouts of ODCs and other costs as subCLINs that must consolidate to stated totals.

Offeror's Name:
| Instructions: Offerors may add additional rows, if needed, to indicate all the proposed labor categories. Offeror shall reflect the proposed labor categories to meet the PWS requirements. Offerors shall fill in proposed labor rates. Please submit one rate per labor category on the pricing worksheet, along with the identification of prime, subcontracting, and teaming indicator. The Government will assess whether 50% of the cost of contract performance is incurred by the Prime personnel. Identifying where each proposed Key Personnel Member lies within the Offeror’s submission will permit consistent evaluation of where each FTE falls within the overall price makeup. | |||
