About this file
This is a Pricing Submission Worksheet for the Facility Environmental Compliance, Planning, and Resiliency Technical Support contract (HQ003426RE025) issued by the DOD Washington Headquarters Service. The worksheet is a template designed for offerors to submit proposed labor rates and costs across multiple contract periods.
The pricing template establishes 23 labor categories spanning multiple experience levels, including Program Manager, Deputy Program Manager, Quality Control Manager, subject matter expert (SME) and Senior Scientists/Engineers in specialized areas (Compliance, CBRN, Drinking Water, Tank Management, Resiliency, Culture Resources, NEPA, Stormwater, Energy), Mid-Level and Junior Engineers/Scientists, Communications Specialists, and Administrative Assistants. Offerors must provide hourly rates for each labor category across the Base Year, four Option Years, and a six-month extension period, along with identification of whether each resource is provided by the Prime contractor, subcontractor, or teaming partner. The worksheet includes a requirement that 50% of contract performance costs be incurred by Prime personnel. Additionally, offerors must submit a Sample Task Order pricing proposal covering seven task areas (Air, Wastewater, Stormwater, Hazardous Waste and Chemical Inventories, Ozone Depleting Substances, Storage Tanks, and Multimedia Assessments), with provisions for Other Direct Costs (ODCs), Other Costs, and Government-set travel costs estimated at $8,000 annually. The template requires offerors to identify Key Personnel members marked with asterisks and provide a single escalation rate applicable to the Base Year and all Option periods.

Offeror's Name:
| Instructions: Offerors may add additional rows, if needed, to indicate all the proposed labor categories. Offeror shall reflect the proposed labor categories to meet the PWS requirements. Offerors shall fill in proposed labor rates. Please submit one rate per labor category on the pricing worksheet, along with the identification of prime, subcontracting, and teaming indicator. The Government will assess whether 50% of the cost of contract performance is incurred by the Prime personnel. Identifying where each proposed Key Personnel Member lies within the Offeror’s submission will permit consistent evaluation of where each FTE falls within the overall price makeup. | |||
