About this opportunity
The Federal Aviation Administration (FAA), Air Traffic Organization (ATO), Power Services Group (PSG) is conducting a market survey to assess vendor capabilities for a follow-on Indefinite Delivery/Indefinite Quantity (IDIQ) contract to procure Alternative Energy Systems Equipment (AESE) and life cycle support services. The equipment includes photovoltaic panels, battery energy storage systems (BESS), Lithium Iron Phosphate batteries, hybrid supercapacitors, charge controllers, microgrid controllers, PV array rack systems, and associated cables and connectors to support National Airspace System assets and facilities. Vendors must demonstrate capability to provide Commercial Off-The-Shelf (COTS) and/or Non-Developmental Item (NDI) products designed for grid-tied or off-grid configurations that enhance power reliability and resiliency across CONUS and OCONUS locations. Responses must include a capability statement form (maximum 30 pages, 12-point Times New Roman font), company information, point of contact details, years in business, business designation, CAGE code, and Unique Entity Identifier (UEID). The response deadline is May 12, 2026 at 2:00 PM EDT, with technical questions due by April 28, 2026 at 2:00 PM EDT, and responses should be submitted to Stephen.Mostow@faa.gov with a copy to Krystal.Au@faa.gov.
No current set-aside designation applies to this market survey, though the FAA may determine to conduct unrestricted competition or implement a full or partial small business set-aside based on responses received. This market survey is for information and planning purposes only and does not constitute a commitment to issue a solicitation. The anticipated contract structure consists of a two-year base period with four optional two-year periods for a total of ten years of performance. Vendors must address specific equipment categories ranging from small systems (200W–2000W) to large systems (100kW–1MW), provide manufacturing lead times for each equipment category with mitigation strategies for delays exceeding 12 months, and demonstrate past performance on three previous contracts and three current contracts of similar size, scope, and complexity within the past ten years. The applicable NAICS code is 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturing) with a 600-employee size standard, and vendors must comply with comprehensive requirements including cybersecurity standards (FISMA, FedRAMP, NIST SP 800-53), integrated logistics support across lifecycle periods of 10 to 25 years, and extensive training and technical support deliverables.
