About this file

This is an Appendix A Capability Form template for vendors responding to the FAA's Market Survey regarding Alternative Energy Systems Equipment (AESE) procurement and life cycle support services. The form requires interested vendors to demonstrate past performance and current capability across multiple structured sections.

Vendors must provide detailed information on three previous contracts (Section A) and three current contracts (Section B) demonstrating similar size, scope, and complexity to the Draft SOW requirements, including program title, customer name, contract value, period of performance, place of performance, customer point of contact, and project dates within the past ten years. Section C requires vendors to confirm their ability to provide all required services and equipment—including personnel, program management, hardware, software, logistics, and training—by cross-referencing which contracts demonstrate these capabilities. Section D addresses AESE-specific equipment capabilities across multiple product categories: solar panels (200W to 600W+), solar charge controllers, microgrid controllers with switchboards/switchgear, inverters (RV/mobile and string-based PV systems ranging from 1kW to 1MW), energy storage systems (LFP batteries, BESS indoor/outdoor, hybrid supercapacitors), solar combiner boxes, and fixed ground mount/racking systems. Vendors must also provide manufacturing lead times (minimum and maximum, in months) for each equipment category and include mitigation strategies for any lead times exceeding 12 months along with communication plans for delay notification. Sections E through H address subcontracting arrangements, geographic service delivery capability (CONUS and OCONUS) with regional selection across nine U.S. regions and international locations, equipment refresh/obsolescence management approaches, and vendor feedback on the Draft SOW requirements and specifications.

In order to make the best determination, the FAA requires interested vendors to fill out Appendix A addressing the following and per the instructions below:

· Capability Questions start in Block A.

· Interested vendors may reference the same contract (A1, A2, A3, B1, B2, B3) for multiple citations.

· Supporting document attachments are permitted, provided they reference the specific contract (A1, A2, A3, B1, B2, B3) citation.

· If work was performed on a specific Task Order, cite both the Task Order number and the Base/Parent Contract number.

This form can be completed on Government and/or commercial sector projects. Scope may be represented on one contract/project or be represented on separate contract(s)/ project(s) providing same or similar services; within ten (10) years of the issuance of the Market Survey.

G. Please discuss your approach to managing “equipment refresh/obsolescence” as it pertains to contract administration. Specifically, explain how the updating and revision of Section B should be accomplished during the contract period of performance to ensure the FAA continues to receive equipment that meets system requirements in a timely manner at a fair and reasonable cost without being overly administratively burdensome?

H. Please provide any relevant feedback, suggestions, or comments on the Section C DRAFT SOW and associated J Attachments included in this Market Survey to assist in the FAA’s procurement process. If your company is unable to meet the requirements described in the SOW or believes there are more suitable solutions available, please indicate this in your response below.
