About this opportunity
NASA's Jet Propulsion Laboratory, a Caltech-managed FFRDC, is conducting pre-solicitation market research for spacecraft electrical power systems capabilities, with responses due November 13, 2026. The Set Aside line reads "No Set-Aside Used," while the description seeks responses from small businesses, small business joint ventures, and teams led by small businesses. The notice explicitly disclaims any JPL commitment to issue an RFI or RFP. Responses go to the JPL Small Business Programs Office at smallbusiness.programsoffice@jpl.nasa.gov, and the attached questionnaire requires a minimum of three past performance examples. Respondents must address ten scope tasks: EPS architecture and requirements, power electronics and direct-drive system design, high-voltage solar array design and performance, energy storage and battery systems, power management and distribution, component selection and analysis, radiation and environmental analysis, EPS modeling and simulation, hardware integration and qualification testing, and spacecraft power interactions with electric propulsion systems. The description identifies solar array performance and degradation and electric propulsion power interactions as particularly relevant, alongside solar arrays, batteries, high-power and high-voltage systems, and the full design-through-qualification lifecycle. Three webinars were scheduled for September 22, 23, and 24, 2026, with Contract Technical Managers, the Subcontracts Manager, and SBPO representatives. The notice is classified under NAICS 336414, Guided Missile and Space Vehicle Manufacturing.
