About this file
This is a labor category definitions document that establishes staffing requirements for a federal contract involving power monitoring, renewable energy systems, and microgrid solutions for the FAA.
The document defines four labor categories with specific responsibilities and qualifications. The Program Manager (PM) requires five years of project management experience with power monitoring and control solutions, a Bachelor of Science in Electrical Engineering (or equivalent), and preferably a Professional Engineer (PE) or Certified Energy Manager (CEM) credential. The Power Consultant/Technical Advisor (Principal Engineer) position requires a minimum of ten years of power system analysis and design experience including renewable energy systems, proficiency with power systems analysis software tools, a Bachelor of Science in Electrical Engineering, and preferably a Master's degree and PE licensure. The Field Services Engineer role requires three years of relevant mechanical, electrical, and power distribution services experience related to microgrids, solar photovoltaic (PV), and battery energy storage systems (BESS), with completion of military technical training plus two years of technical degree (or four years of technical/engineering degree, substitutable with eight years of job experience). The Quotation Program Analyst must have a minimum of five years' experience in quoting electrical/electronic assemblies with thorough knowledge of electrical assembly and component-level technical requirements. All positions support activities including equipment procurement, technical documentation review, field installations, startups, repairs, troubleshooting, and coordination with FAA engineers and program managers.
