About this opportunity

The Department of the Air Force, 78th Civil Engineer Group at Robins Air Force Base, Georgia, is issuing a Special Notice soliciting industry Solution Briefs by 3:00 PM Eastern Standard Time on November 16, 2026, for an anticipated Other Transaction Agreement to repair, modernize, and sustain HVAC and associated interior systems in Facility 300 (Bay A and Headhouse) under the RAPID umbrella framework and 10 U.S.C. 2808a. The Set Aside line reads "No Set-Aside Used." The notice is not an invitation for bids or a FAR request for proposals, and the Government makes no award commitment.

The work replaces end-of-life HVAC equipment, improves climate control and energy efficiency, and addresses accessibility barriers, lead-based paint, asbestos-containing flooring, degraded finishes, and workspace configuration. The 1942 multi-tenant facility must remain in partial operation throughout the project. The estimated construction magnitude is $20 million to $40 million, provided for planning purposes only. The target period of performance is 880 calendar days from Notice to Proceed.

Phase 1 Solution Briefs may not exceed five pages excluding the cover page and must include the company's UEI, at least five years of comparable construction experience with prior Government facility HVAC work, key personnel (Project Manager, full-time Site Superintendent, Site Safety and Health Officer, Quality Control Manager), a phasing approach, and bonding capacity. Step 1 evaluates briefs without price; Step 2 invites short-listed respondents to pitch presentations and price proposals. Davis-Bacon and prevailing wage requirements will be addressed during the pitch phase or before award. Submit briefs to Jimmy Ezzell (jimmy.ezzell.1@us.af.mil) or Amelia Kelly (amelia.kelly@us.af.mil).

FA8501-27-RAPID-RPR RPL HVAC B301-OTA
Under the RAPID Umbrella Framework: UHHZ990029 RAPID RPR RPL HVAC SYSTEM, BAY A & HEADHOUSE/ROOF
(HEADHOUSE), BLDG 300 at Robins AFB, GA

Description
The Department of the Air Force, 78th Civil Engineer Group, Robins Air Force Base, Georgia, is issuing this Special Notice under the Robins Agile Practices for Infrastructure Development (RAPID) umbrella framework and pursuant to 10 U.S.C. § 2808a.

The Government seeks industry Solution Briefs for an anticipated Other Transaction Agreement (OTA) to repair, modernize, and sustain critical HVAC and associated interior building systems within Facility 300 at Robins Air Force Base, Georgia. The requirement includes replacement or modernization of end-of-life HVAC equipment; improvements necessary to provide reliable climate control and energy-efficient operations; and associated interior work to address accessibility barriers, lead-based paint, asbestos-containing flooring, degraded finishes, and workspace configuration. The supporting work is necessary to improve occupant safety, facility reliability, code compliance, and uninterrupted mission operations for Facility 300’s critical multi-tenant  organizations.

This Special Notice is not an invitation for bids, a request for proposals under the Federal Acquisition Regulation, nor a commitment by the Government to make an award. Any resulting instrument will be an OTA for facility construction and repair under 10 U.S.C. § 2808a.

Purpose
The purpose of this Area of Interest is to identify commercially viable, safe, resilient, and schedule-credible solutions to repair and modernize the heating, ventilation, and air-conditioning (HVAC) and associated interior building systems within Facility 300 at Robins Air Force Base, Georgia.

The Government seeks an integrated approach that restores reliable environmental control; addresses end-of-life HVAC equipment; and supports remediation or modernization of affected interior conditions, including lead-based paint, asbestos-containing flooring, accessibility barriers, and degraded workspace configurations. The selected approach must sustain uninterrupted operations for Facility 300’s multi-tenant mission partners—including supply-chain management, network support, special operations/rotary-wing management, and C-5 cargo aircraft management—while improving energy performance, occupant safety, accessibility, maintainability, and compliance with applicable safety, energy, and Unified Facilities Criteria (UFC) requirements.

Solutions should provide a practical and phased path to execute the work with minimal disruption to occupied operations and with appropriate control of construction, environmental, safety, operational-continuity, and schedule risks.

The Government is interested in approaches that leverage commercial practices, innovative delivery methods, and demonstrable capabilities; any use of Other Transaction Authority (OTA) remains subject to confirmation of statutory authority, appropriate use criteria, and contracting/legal review.

Project Background and Existing Conditions
Facility 300 (constructed in 1942) is a critical multi-tenant facility supporting several key Department of War (DoW) missions, including the 448 SCMG (Supply Chain Management Group), 78 ABW IT (Zone 4/5 network support), LCMC/WIUW (Special Operations/Rotary management), and LCMC/WLS (C-5 cargo aircraft management). Sustainable, modern facility systems are essential to maintain uninterrupted operations for these critical national security and logistics missions. The building systems are severely degraded. The HVAC units have exceeded their lifecycle, resulting in frequent failures, high maintenance costs, and inadequate climate control. Walls have peeling lead-based paint, and degraded flooring under the carpet contains asbestos. The basement east section is currently inaccessible under ADA standards. This project repairs and modernizes Building 300 workspace to prevent safety hazards (slips/falls), optimize interior space configuration, improve occupant morale, and ensure compliance with energy, safety, and UFC codes.

The building 300 will remain in partial operation during the entire duration of the project.

Project Areas

OTA & RAPID Framework Approach
This project is being executed as an Area of Interest (AOI) under the overarching RAPID (Robins Agile Practices for Infrastructure Development) Umbrella Program Notice. In accordance with the RAPID framework, this project utilizes a Build-Only execution approach under the standalone statutory authority of 10 U.S.C. § 2808a. Because the Government has provided a 100% completed design package and/or specific phasing and repair requirements, this project does not contain a collaborative design-builder phase. Instead, it transitions directly to rapid construction execution under an OTA structure to bypass administrative procurement lag.

Competitive Selection Process

Phase 1 Solution Brief Requirements The Government reserves the right, at its sole discretion, to determine that a response which does not conform to the requirements or instructions contained in this announcement is ineligible for further consideration.

Interested respondents shall submit a Phase 1 Solution Brief in a clear, concise, and organized manner in accordance with this announcement. To facilitate an efficient review, responses shall be prepared in accordance with the instructions and formatting requirements contained in this announcement.

Failure to comply with these requirements may increase the risk that the response will not be considered for further evaluation. The Government will evaluate them to identify the most highly qualified parties. Submission Requirement should be submitted by 3:00 PM Eastern Standard Time on or before 16 November 2026.

Interested respondents shall submit a Phase 1 Solution Brief consisting of no more than five written pages (5), excluding the cover page via email to the designated point of contact listed.
