About this file

This is a Hazardous Materials (HAZMAT) Report documenting the results of asbestos-containing material (ACM) and lead-containing paint (LCP) surveys conducted at Building 300, Robins Air Force Base, Georgia in March 2023. The survey was performed by Applied Technical Services (ATS), formerly PENTA Engineering Group, to identify ACM and LCP that may be disturbed during planned HVAC system replacement and renovation activities in the Head House, Bay A, and Bay A Annex areas.

The asbestos survey identified multiple ACM materials requiring abatement prior to renovation work. Documented ACM includes black mastic under carpet (estimated 101,800 square feet in Basement East), tan 9x9 inch floor tiles with black mastic on the 2nd and 1st floors, 12x12 inch layered floor tiles with black mastic in Bay A hallways, and silver roof coating on approximately 950 square feet of rooftop mechanical equipment. Additional presumed ACM materials include corrugated siding (540 square feet), exterior window caulking at 109 windows, black tar on exterior flashing (32 square feet), black sealant on exterior vent louvers (165 linear feet), and built-up roofing on Head House roofs (50,000 square feet). The lead-containing paint survey identified lead in 37 of 40 paint chip samples collected, with lead detected on fire sprinkler piping, door frames, window trim, ceiling surfaces, structural steel, and other building components throughout the Head House and Bay A areas. All painted surfaces except brown vault doors, beige wood paneling, and cream plaster ceilings in specified locations should be presumed to contain lead. The report recommends that all identified ACM be removed by a Georgia-licensed asbestos abatement contractor prior to renovation work, and that only OSHA-trained contractors perform work disturbing lead-containing paint in compliance with 29 CFR 1926.62.

Asbestos-Containing Material and Lead-Containing Paint Survey Report

1.0 BACKGROUND

It is our understanding that future plans for the subject facility include substantial interior and exterior renovations within the Head House, Bay A and Bay A Annex areas associated with Building 300 at RAFB. A limited prior asbestos survey was completed, by Geotechnical & Environmental Consultants, Inc. (GEC) in a report dated July 7, 2021 (GEC Project No.

HN217342). The GEC asbestos survey was limited to flooring materials and indicated the presence of asbestos-containing floor tile and associated mastic in several areas within the planned renovation area. ATS was subcontracted to review the prior survey data and perform a supplemental asbestos-containing material (ACM) and lead-containing paint (LCP) survey associated with the above referenced areas of Building 300 potentially impacted by the project.

This report summarizes the survey results.

2.0 ASBESTOS SURVEY

2.1 Regulatory Overview

The U.S. Environmental Protection Agency’s (EPA’s) Asbestos National Environmental Standards for Hazardous Air Pollutants (NESHAPs) regulation (40 CFR 61.145) requires that a facility scheduled for demolition or renovation be “thoroughly inspected” for the presence of ACM prior to demolition or renovation efforts.

In addition, the Occupational Health and Safety Administration (OSHA) Asbestos in Construction Standard (29 CFR 1926.1101) requires that a building or facility owner determine the presence, location, and quantity of ACM or Presumed Asbestos-Containing Material (PACM) at the work site.

Owners may rebut the presumption of the presence of asbestos in materials by having a completed inspection conducted pursuant to the requirements of EPA’s Asbestos Hazard Emergency Response Act (AHERA). OSHA further requires that samples of suspect ACM be collected by an accredited inspector and analyzed by a laboratory with proficiency demonstrated by current successful participation in a nationally recognized testing program such as the National Voluntary Laboratory Accreditation Program (NVLAP) to rebut the assumption of the presence of asbestos.

EPA’s AHERA regulations (40 CFR Part 763, Subpart E) require that suspect ACM be sampled by homogeneous area, and separates suspect ACM into three categories [i.e., surfacing material, thermal systems insulation (TSI), and miscellaneous material]. Key definitions are provided below.

• Homogeneous Area/Material: an area of surfacing material, thermal system insulation material, or miscellaneous material that is uniform in color and texture.

o Multiple samples must be collected of each homogeneous area or material (referred to as Assay Number)

• Surfacing Material: material in a building that is sprayed-on, troweled-on, or otherwise applied to surfaces, such as acoustical plaster on ceilings and fireproofing materials on structural members, or other materials on surfaces for acoustical, fireproofing, or other purposes.

o An accredited inspector must collect, in a statistically random manner that is representative of the homogeneous area, bulk samples from each homogeneous area

In states where ATS does not provide engineering services, engineering services will be provided by ATS Engineering, (P)LLC or a licensed contractor.

of friable surfacing material that is not assumed to be ACM and shall collect the samples as follows:

At least three bulk samples from each homogeneous area that is 1,000 square feet or less.

At least five bulk samples from each homogeneous area that is greater than 1,000 square feet but less than or equal to 5,000 square feet.

At least seven bulk samples from each homogeneous area that is greater than 5,000 square feet.

• Thermal Systems Insulation (TSI): material in a building applied to pipes, fittings, boilers, breeching, tanks, ducts, or other interior structural components to prevent heat loss or gain, or water condensation, or for other purposes.

o An accredited inspector must collect, in a randomly distributed manner, at least three bulk samples from each homogeneous area of TSI that is not assumed to be ACM.

Bulk samples are not required to be collected from any homogeneous area where the accredited inspector has determined that the TSI is fiberglass, foam glass, rubber, or other non-asbestos-containing building material.

• Miscellaneous Material: interior building material on structural components, structural members or fixtures, such as floor and ceiling tiles, and does not include surfacing material or thermal systems insulation.

o In a manner sufficient to determine whether material is ACM or not ACM, an accredited inspector shall collect bulk samples from each homogeneous area of friable miscellaneous material that is not assumed to be ACM.

• Nonfriable Suspected Asbestos-Containing Building Material (ACBM): If any homogeneous area of nonfriable suspected ACBM is not assumed to be ACM, then an accredited inspector shall collect, in a manner sufficient to determine whether the material is ACM or not ACM, bulk samples from the homogeneous area of nonfriable ACBM.

The EPA has published guidelines and recommendations regarding inspection and sampling for both friable and non-friable ACM. These guidelines were adhered to during the building surveys, as appropriate. Friable materials are those that can be pulverized or reduced to powder by moderate pressure, such as spray-applied fireproofing and acoustical materials, acoustical ceiling tiles, and most thermal system insulation. Non-friable materials are those that cannot be crumbled easily, such as most roofing materials, resilient floor tiles or cement-asbestos ("Transite") board. Although emphasis was on detecting friable materials, the possible presence of non-friable ACM was also considered; during any demolition or renovation activities, nonfriable materials may be pulverized or otherwise damaged so as to release asbestos fibers into the air.

2.2 Review of prior asbestos survey data

The GEC Asbestos Floor Tile Assessment Survey Report indicated the presence of asbestos in the following materials:

• 9x9 tan floor tile

In states where ATS does not provide engineering services, engineering services will be provided by ATS Engineering, (P)LLC or a licensed contractor.

• Layered floor tile – brown floor tile

• Black mastic

• 9x9 tan floor tile – black mastic

• Layered floor tile – black mastic

The report did not quantify the materials. Copies of their field notes and sample location drawings indicated ACM flooring materials were present in the following areas:

• Basement West – generally throughout

• Basement East – generally throughout, except in the Conference Room, restrooms, and certain mechanical/storage areas. Also present beneath raised computer flooring in the Secure Area.

• First Floor – East, Middle, and West – generally throughout except east and west entry stairwells, restrooms, and certain mechanical/storage areas.

• Second Floor – East, Middle, and West – generally throughout except east and west entry stairwells, restrooms, and certain mechanical/storage areas.

ATS performed supplemental observations and limited additional sampling of suspect asbestos-containing flooring materials to further delineate the presence of ACM flooring materials. Where feasible, ATS relied on prior sampling results that were positive for the presence of asbestos and material descriptions appeared to match existing conditions during our survey efforts.

2.3 Overview of Asbestos Survey Field Services

From 6 to 8 March 2023, Stephen Kimble, an accredited AHERA building inspector with PENTA (ATS), visited Building 300 to perform the survey with assistance by Luke Dieffenbauch and James Wolfe of PENTA. The survey began with a walkthrough of the areas to be renovated in the subject facility to identify suspect ACM. Sample areas were typically grouped based on material homogeneity. Once sampling areas were identified and recorded, representative samples of suspect materials were collected. A total of 103 bulk samples of suspect ACM were collected in a manner to comply with the minimum sampling requirements outlined in Section 2.1. Due to field time constraints, not all observed suspect asbestos-containing materials were sampled during these field efforts. Suspect ACMs not sampled are listed below as “presumed asbestos-containing materials” and should be treated as ACM until they are sampled and analyzed by an accredited laboratory to determine asbestos content. The suspect ACM observed and sampled (or presumed) included the following materials:

Bulk samples of suspect ACM were shipped to Scientific Analytical Institute, Inc. (SAI) in Greensboro, North Carolina and were analyzed for asbestos content. Analysis was performed by Polarized Light Microscopy (PLM) coupled with dispersion staining, in general accordance with EPA Method 600/R-93/116 and 600/M4-82-020. Samples of each homogeneous material were analyzed on a first-positive stop basis. If one sample of a homogeneous material contained asbestos, the remaining samples were presumed to contain asbestos. Copies of the laboratory analysis data sheets and Chain-of-Custody are attached to this report as Attachment 2.

2.5 Asbestos Survey Conclusions and Recommendations

ACM identified above should be removed by a Georgia-licensed asbestos abatement contractor prior to the performance of any other work that will disturb these materials. The majority of the ACM flooring materials consist of varying layers beneath carpet. The presence of ACM flooring (whether floor tile and black mastic or black mastic only) should be presumed throughout the Head House areas and any flooring materials in the Head House areas should be removed by a Georgia-licensed asbestos abatement contractor.

Presumed ACM listed above should be either removed by a Georgia-licensed asbestos abatement contractor prior to the performance of any other work that will disturb these materials or sampled by an accredited asbestos inspector to determine asbestos content.

If any suspect materials not addressed in this survey are encountered in conjunction with any renovation efforts, or change in scope of work, ATS recommend that samples of suspect materials be collected by an AHERA accredited asbestos building inspector and analyzed by a NVLAP accredited laboratory to evaluate asbestos content.

In states where ATS does not provide engineering services, engineering services will be provided by ATS Engineering, (P)LLC or a licensed contractor.

3.0 LEAD-CONTAINING PAINT SURVEY

3.1 Regulatory Overview

EPA’s Housing and Urban Development (HUD) Regulations address paint coatings with lead concentrations greater than 0.5 percent by weight, which is designated as Lead-Based Paint (LBP). EPA’s HUD Regulations pertain to child occupied facilities and pre-1978 target housing.

This facility does not meet the applicability requirements for EPA’s HUD Guidelines.

Current OSHA regulations address lead in paint coatings regardless of lead concentrations. Paint coatings with measurable lead concentrations less than 0.5 percent by weight are designated as Paint-Containing Lead (PCL). Since OSHA does not differentiate between LBP and PCL, these paint coatings are grouped together as Lead-Containing Paint (LCP). If lead is present in the paint coatings at any concentration, employers must protect workers that may be exposed to lead at concentrations greater than the Permissible Exposure Limit (PEL). OSHA requires that contractors that may be exposed to lead in concentrations greater than the PEL during renovation or demolition activities be properly trained in accordance with OSHA’s Lead in Construction Standard (29 CFR 1926.62).

3.2 Overview of Lead-Containing Paint Survey Field Services

The LCP survey was conducted by Luke Dieffenbauch, Stephen Kimble and James Wolfe from 6 to 8 March 2023. The survey began with a walkthrough of the areas to be renovated to identify suspect LCP that would potentially be disturbed during the scheduled renovation project. LCP sampling combinations were generally selected by the color of the topcoat of paint on each type of substrate (i.e., tan paint on metal window trim). A total of 40 paint chip samples were collected, as summarized below. Due to field time constraints, not all observed suspect lead-containing paint coatings were sampled during these field efforts. Suspect LCPs not sampled are discussed below and should be treated as LCP until they are sampled and analyzed by an accredited laboratory to determine lead content. Paint chips were collected to the base substrate, including associated layers of paint leading to the substrate. The paint chip coatings are identified by the top layer color, obvious layers below the top layer (if present), and substrate to which it was attached.

A summary of the paint chip sample analysis results is included in the attached Table 2, "Paint Chip Sample Summary Table".

3.4 LCP Survey Conclusions and Recommendations

Lead was detected in some concentration in 37 of the 40 paint chip samples collected. Based on the variation of paint histories on surfaces throughout the survey area, painted surfaces except the following should be presumed to contain lead in detectable concentrations:

• Brown paint on metal vault doors/frames within the East Basement Secure Area;

• Beige wood paneling in the northeast office area on the 1st floor, West; and

• Cream paint on plaster ceilings above suspended ceilings in the south hallway extending from the loading zone in the First Floor, West extending to the Open Office area in the First Floor Center, along the north end of Bay A.

The Occupational Safety and Health Administration (OSHA) Construction Industry Standard for Lead (29 CFR 1926.62) does not reference the EPA/HUD definition for LBP (0.5% by weight or

1.0 mg/cm2). If detectable levels of lead are identified in any painted surface, paint disturbance will fall under the OSHA Lead Standard. OSHA 29 CFR 1926.62 requires employers to perform exposure monitoring for employees whose tasks disturb or potentially disturb lead. The data contained in this survey report should be provided to the Contractor, prior to the Contractor submitting bids for maintenance, renovation or demolition work. Due to the presence of LCP (either LBP or PCL) in Building 300, only those contractors trained in accordance with OSHA 29 CFR 1926.62 should perform demolition or renovation activities that disturb the LCP coatings.

Waste generated by disturbance LCP surfaces scheduled to be disposed in a landfill should be subjected to Toxicity Characteristic Leaching Procedure (TCLP) testing to determine leachable metal concentrations. If leachable concentrations of RCRA metals in construction waste are

In states where ATS does not provide engineering services, engineering services will be provided by ATS Engineering, (P)LLC or a licensed contractor.

determined by TCLP testing, those materials should be disposed of or recycled in accordance with EPA 40 CFR Part 260 to 271 and applicable State of Georgia Department of Natural Resources (DNR), Environmental Protection Division (EPD) Rules for Solid Waste Management (391-3-4) and Hazardous Waste Management (391-3-11). For lead, TCLP results greater than 5 milligrams per liter (mg/L) are considered hazardous lead waste (EP Toxicity) and carry a hazardous waste code under RCRA (40 CFR Part 261) of D008. Painted metal waste scheduled to be delivered to a metal recycling center does not require TCLP testing.

In states where ATS does not provide engineering services, engineering services will be provided by ATS Engineering, (P)LLC or a licensed contractor.
