About this opportunity

The Department of the Army Florida Army National Guard intends to solicit a total small business set-aside for a comprehensive audiovisual and video teleconferencing system supporting a secure F-35 operations briefing room, with responses due August 21, 2026.

The system must integrate nine IP devices and peripherals across seven distinct, separate classified networks (AF7, CV2 L3, CV2 L5, OMS, LMON, SIPR, and NIPR) while maintaining strict signal separation and isolation. The solution requires a Crestron-controlled system with 10-inch touchscreen interface, multi-camera deployment routed through a KVM switch for network isolation, ceiling-mounted microphones, and fiber HDMI routing to projectors for security isolation of AF7 and JWICS systems. All visual displays must utilize exclusive DisplayPort connections. The contractor must integrate existing government-owned equipment including two laser projectors, one classified JWICS codec, six computers/networks, and a 55-inch television display.

Place of performance is 14300 Fang Drive, Jacksonville, Florida 32218, with installation during regular business hours (7:00 AM to 4:00 PM, Monday through Friday). The briefing room measures 42 feet by 20 feet and accommodates 5 to 25 personnel. Delivery is required within 30 days of order placement. All equipment must be new and not refurbished. The contractor must provide personnel training, complete testing documentation, and report all labor hours via SAM.gov Service Contract Reporting. The solution must support future expansion capability for Teams via secure or non-secure protocols and include system sanitization means for classification changes.

Notice text

The government is procuring a comprehensive, turn-key Audio-Visual (AV) and Video Teleconferencing (VTC) system for a secure F-35 operations briefing room. The primary goal is to create a high-fidelity training and collaboration environment by integrating new and existing equipment. The core of the project involves installing a sophisticated AV matrix switcher that can securely manage and display content from seven distinct,
separate networks of varying classification levels (including NIPR, SIPR, and JWICS). The solution requires strict network and signal isolation to meet security standards.

Key deliverables include:

An integrated AV/VTC system controlled by a Crestron touch panel.
Installation of a multi-camera system, new ceiling microphones, and equipment racks.
Integration with existing government-owned projectors, computers, and a VTC codec.
All associated labor, programming, testing, and personnel training to ensure the system is fully operational.
