About this file

This is a Description of Supplies document for the F-35 Operations Vault Audio Visual Matrix system procurement by the Department of the Army Florida Army National Guard. The government seeks a comprehensive, turn-key audiovisual and video teleconferencing solution for a 42-foot by 20-foot secure operations briefing room designed to accommodate 5 to 25 personnel. The system must integrate nine IP devices and peripherals across seven distinct, separate classified networks (AF7, CV2 L3, CV2 L5, OMS, LMON, SIPR, and NIPR) while maintaining strict signal separation and isolation for security compliance. The solution requires integration with existing government-owned equipment including two laser projectors, one classified JWICS codec, six computers/networks, a 55-inch television display, and all visual displays must utilize exclusive DisplayPort connections.

The contractor must provide a Crestron-controlled system with a 10-inch touchscreen interface, multi-camera deployment with cameras routed through a KVM switch for network isolation, new ceiling-mounted microphones, LED status indicators, audio infrastructure, and equipment racks for housing computers. The solution must seamlessly switch between all installed networks and include fiber HDMI routing to projectors for security isolation of AF7 and JWICS systems. Additional requirements include future expansion capability for Teams via secure or non-secure protocols, system sanitization means for classification changes, personnel training, and complete testing documentation. Delivery is required within 30 days of order placement to 14300 Fang Drive, Jacksonville, Florida 32218, with installation during regular business hours (7:00 AM to 4:00 PM, Monday through Friday). All equipment must be new and not refurbished, with the government retaining 100% inspection rights and property custody. The contractor must report all labor hours via the SAM.gov Service Contract Reporting portal.

DESCRIPTION OF SUPPLIES

F-35 Ops Vault AV Matrix Date:7/21/2026

1. DESCRIPTION OF ITEMS TO BE PROCURED:

a. General Description:

The primary purpose of this solution is to install a new A/V Matrix system in the Operations Vault mass briefing room to provide high-fidelity training for pilot upgrades and ensure Full Operational Readiness. This system will enable secure, multi-site Video Teleconferencing to support critical interoperability training and develop combat-ready warfighters

b. Characteristics of these Items:

- Provide and integrate a comprehensive Audiovisual (AV) and Video Teleconferencing (VTC) solution for a medium-sized conference space measuring 42 feet by 20 feet. The system architecture must be scaled and calibrated to fully support meetings and briefings ranging from 5 to 25 personnel.

- The system architecture must support the integration of nine (9) IP devices and peripherals distributed across seven (7) distinct, separate networks. Power over Ethernet (PoE) is not required for the ports supporting these peripheral devices.

- Provide the solution that will integrate with installed equipment such as but not limited to (2) Laser Projectors, (1) classified video teleconferencing system and (JWICS CODEC) and (6) computers/networks.

- The visual presentation system shall consist of one (1) television display (55inch) and two (2) projectors. All devices connecting to the central AV Switcher must exclusively utilize DisplayPort connections. Because this environment processes information across different classified networks, the Contractor must ensure that all network connections, hardware, and AV switching components maintain strict signal separation and isolation to comply with security requirements

- The AV solution requires a multi-camera deployment. The Contractor shall configure the system such that only one primary camera system connects directly to the main VTC unit. All remaining cameras shall be configured as standalone systems and must be routed through a Keyboard, Video, and Mouse (KVM) switch to securely manage video feeds across the isolated networks

- Provide the solution that shall be capable of stopping transmission of audio/video of other modes connected to the system while any other identified mode is operational.

- Provide the solution that shall be able to switch seamlessly between all currently installed networks which include AF7 (classified video teleconferencing network), CV2 L3, CV2 L5, Offboard Mission System (OMS), LMON, Secure Internet Protocol Router (SIPR), Elmo Visualizer, and Non- Classified Internet Protocol Router (NIPR). They provide all equipment, tools, materials, supplies, transportation, labor, supervision, onsite quality assurance, management, and other incidentals necessary to meet the requirements. All equipment, supplies, and materials provided shall be new and not refurbished. Both the AF7 and JWICS CODEC will be isolated to a KVM. The KVM is routed via fiber HDMI to the 2nd port of each projector. This will isolate both of those networks from the entire A/V system for security reasons.

- Provide a system that will include new sound structure, audio microphones into the ceiling, visual LED signs for current status of Microphones and Classifications.

- Include for future expansion the means to utilize either TEAMS via Non-Secure or Secure with a compliant Vaddio Camera/ USB bridge. This will allow for private TEAMS meeting if desired.

- Ensure the entire system is being controlled by Crestron and will be utilize a 10" Touch screen to route sources and audio to the given locations (Projector Left/ Right).

- Install racks that will house all the computers to help keep a clean aesthetic- looking A/V room solution. They will include inside the control/ rack a means of sanitizing the room per classification changes.

- Train government personnel on all functionality of system.

- The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the National Guard Bureau via a secure data collection site.

- The contractor shall completely fill in all required data fields using the following web address: https://sam.gov. Log in and select Entity Registrations and then select Service Contract Reporting.

c. Acceptance:

- The Government shall inspect 100% of the materials delivered on-site.

-The Government will provide the Contractor with on-site access to the Government-owned television/monitor (Model # QB65B-N Serial # 0DRHHCZWB00271F) and computers at 125 FW solely for the performance of AV installation services. All such property shall remain within the physical confines of the Government facility at all times, and physical custody remains with the Government. The Contractor is granted access to, but not stewardship of, this equipment. The Contractor shall exercise reasonable care and avoid negligence when working with or around Government property

- The contractor must configure, program, and test the entire system to guarantee that 100% of systems operate as intended, with final documentation on successful testing delivered directly to the Government.
