The USG has been informed of industry concerns relative to RSAF DCS sales for the same or similar type of work as of this competition. On 2 Feb 16, the USG received official direction from the RSAF that there will not be any further "sole source designations for future F-15 sustainment contracts. This direction requires USAF to award contracts competitively." The USG has no control over RSAF DCS sales that are being pursued, if any. Therefore, it is an industry business decision on where to direct energy, resources and time on proposal development. To reiterate the USG previous posting: Please be advised that should the USG receive official notification concerning the progression towards a DCS contract during the timeframe prior to award of a competitive effort, the USG and the Royal Saudi Air Force are not liable for any costs associated with preparation of proposals.

The updated PWS/questions/history, etc posted on 19 Jan 16 was to update industry with the lastest PWS, questions asked and data available and is not the actual solicitation. The solicitation will be posted after 21 Jan 16.
Additionally:
The USG would like to provide information to all interested industry participants regarding potential Direct Commercial Sales (DCS) efforts in work. The USG is aware that there are potential Direct Commercial Sales (DCS) efforts in work that are similar in scope to our competitive efforts (Solicitations FA8505-16-R-0007and FA8505-16-R-0004). A DCS contract is a possible future state and would have impacts on the current competitive efforts being pursued. The USG is unsure of the magnitude of these DCS possibilities, and has not received any official position on this subject from the RSAF. At this time, the USG intends to continue as scheduled with the RFP. Please be advised that should the USG receive official notification concerning the progression towards a DCS contract during the timeframe prior to award of a competitive effort, the USG and the Royal Saudi Air Force are not liable for any costs associated with preparation of proposals.

This effort is competitive as directed by the Kingdom of Saudi Arabia in accordance with the United States of America LOA, to include the establishment and management of "repair and return" services (RRS) for unclassified component parts and aviation items and provide repair, refurbishment, and/or replacement with an option to provide prevent maintenance of RSAF Aerospace Ground Equipment (AGE) that support RSAF F-15 fleet. AGE includes Special Purpose Vehicles (SPV), Hush House/Open Air Test Cell equipment, and Fire and Safety vehicles equipment.
This contract effort will include a basic 24-month period of performance (December 2016- December 2018) with five 12-month options (through December 2023), providing a total of 7 years of performance if all options are exercised. The contract place of performance is Saudi Arabia with a potential US presence.
This acquisition will be conducted under the Source Selection procedures found in FAR Part 15.3 as supplemented. Specifically, the procedures in the DoD Source Selection Procedures where in a trade-off between non-cost factors and cost/price provides the Government with an opportunity to award to other than the lowest priced proposal or other than the highest technically rated proposal for a best-value contract. For this effort, there will be four separate and independent evaluation factors: Technical, Past Performance, Cost/Price, and Small Business Concern Utilization. This effort will be full and open competition. This acquisition will result in a mixed Fixed Price Incentive Firm, Firm Fixed Price, Cost Reimbursement No Fee and Cost Plus Fixed Fee type contract.
A 'C-type' service contract instrument will be used to award this effort. Contract Line Items included in this acquisition are listed below:
