Q: A question was received concerning the relevancy criteria and requested changes. The question had vendor specific information and will not be posted, however; below is our response to the question.
A: Thank you for your interest in the F-15 Repair Support Solicitation (FA8505-16-R-0007). The relevancy criteria was carefully considered based on the scope of the effort. Additionally, the team reviewed all industry comments and concerns when developing the evaluation criteria. The USG does expect teaming arrangements will be necessary in some instances to fill gaps where the prime contractor may not have expertise or experience. The USG team looks forward to your participation.
Additional information was added today to the original notice, it has been provided below as well:
The USG has been informed of industry concerns relative to RSAF DCS sales for the same or similar type of work as of this competition. On 2 Feb 16, the USG received official direction from the RSAF that there will not be any further "sole source designations for future F-15 sustainment contracts. This direction requires USAF to award contracts competitively." The USG has no control over RSAF DCS sales that are being pursued, if any. Therefore, it is an industry business decision on where to direct energy, resources and time on proposal development. To reiterate the USG previous posting: Please be advised that should the USG receive official notification concerning the progression towards a DCS contract during the timeframe prior to award of a competitive effort, the USG and the Royal Saudi Air Force are not liable for any costs associated with preparation of proposals.
