Solicitation FA8505-16-R-0007 F-15 Repair Support Amendment 4 Summary of Changes
Offerors are to be advised that the following changes are occurring through amendment 4 of solicitation FA8505-16-R-0007:
1) Addition of a Cost Reimbursable No Fee CLIN for Repairs
· This CLIN will be for the cost of repairs associated with items listed on the updated RRS Repair History spreadsheet where there is no historical repair information, but lists an identified Source of Repair.
· Items on the updated RRS Repair History spreadsheet that have historical repair information and an identified Source of Repair should continue to include the cost of repair on the Fixed Price Incentive Firm (FPIF) CLIN.
· Items from the previously posted RRS Repair History spreadsheet (with amendment 3 to the solicitation) contained about 100 NSNs with no repair history and no identified Source of Repair. These items have been completely removed from the updated RRS Repair History spreadsheet.
· No additional NSNs have been added to the updated RRS Repair History spreadsheet.
· If multiple configurations of NSNs appear on the updated RRS Repair History spreadsheet, offerors should assume that all configurations of this part will be repaired and utilize the historical information provided to develop pricing.
· If offerors conduct further research on the NSNs provided using USG web sites, such as FEDLOG, Haystack, etc. and find an item to be coded as obsolete, offerors should assume the RSAF are still using this item as an active item and utilize the historical information provided to develop pricing.
2) An updated RRS Repair History spreadsheet has been provided with amendment 4 to this solicitation.
· Items previously identified via this spreadsheet that had no repair history and no identified Source of Repair have been removed with this update. This equates to approximately 100 items.
· This spreadsheet provides the historical information pertaining to the NSNs listed for the RSAF specific Repair and Return Services contracts that have supported the RSAF fleets. Additionally, all currently identified and approved Sources of Repair are listed under the Primary Address, Secondary Address, and/or Tertiary Address columns of this spreadsheet.
3) An updated SGFP Data Input Spreadsheet (XLSX) (GFP Form) Attch1A_Repairs spreadsheet has been provided with amendment 4 to this solicitation.
· This item listing coordinates with the updated RRS Repair History listing. This spreadsheet serves as the GFP listing for the items coming in for repair.
4) An updated AGE, SPV and Hush House Equipment History has been provided with amendment 4 to this solicitation.
· This list contains all items that have been repaired since 2013 for all RSAF F-15 AGE, SPV and/or Hush House items.
· This list provides all information pertaining to the item picked up for repair, to include the equipment group (I.e. type of item), description of the item, NSN and/or Part Number, the manufacturer of the item, the model number, RSAF base the item was picked up for repair, the serial number of the item, odometer and/or hour reading on the item, and the date the item was picked up for repair. An additional column has been added to this listing to show the number of times each item was picked up by year. If there is no information in this column, that particular item has already been accounted for this that year. Additionally, annual total inductions have been totaled and provided via the spreadsheet. No additions or deletions have been made to the spreadsheet.
5) Additional information for all offerors:
· Offerors should assume little to no preventative maintenance is currently being performed for AGE, SPV, and/or Hush House items.
· Offerors should assume that historical repair information for all items is indicative of future states, and there is no likelihood of a “surge” of repairs at the initiation of this contract.
· Offerors should utilize the information provided via Attachment 5 RSAF F-15 Pricing Matrix, where the following information was provided:
i. For RRS items: Industry should assume a constant amount of items for repair, even with the introduction of the F-15SA aircraft
ii. For AGE, SPV, and/or Hush House items: Industry should assume a 20% increase in repairs each year
· Offerors should be aware that there are instances in which USAF and/or other sources may have deemed parts as obsolete, but the RSAF fleet continues to utilize these parts and get them repaired. There will be instances on the Repair History spreadsheets provided where duplicate NSNs will occur, as multiple configurations and rolled part numbers of these associated NSNs are being supported. Offerors should utilize all data provided for all items to develop pricing.
· It is the USG’s intention for all information provided to be utilized in developing pricing. This data includes repair history data, data provided such as acquisition costs, the assumptions provided by the USG on the pricing matrix, and additional research conducted by each offeror.
