About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base seeks Cartridge Actuated Devices (CAD) and Propellant Actuated Devices (PAD) components for F-117 aircraft systems, with proposals due December 1, 2026. This is a sole-source procurement to Rockwell Collins Inc. (CAGE 17610), issued as an unrestricted acquisition under NAICS 325920, Explosives Manufacturing.
Place of performance is the United States. The procurement covers twelve line items of explosives-related components and data including cartridge thrusters, initiators, cartridges, charge assemblies, and detonators in quantities ranging from 15 to 60 units each, with a required delivery date of September 30, 2028. All items are designated aviation critical safety items. Contracts are firm fixed price.
All items must comply with CAD/PAD Item Marking Instruction Version 1.6 (March 6, 2023), requiring unique identification with both Human Readable Information and Machine Readable Information in Data Matrix ECC 200 format. Energetic materials, explosives, propellants, and pyrotechnics must not exceed 24 months from original manufacturing date and be traceable to DoD-qualified manufacturers compliant with ITAR parts 120 and 121. Percussion primers require certification or recertification within the past 24 months (or two years if Navy certified) and must be stored in sealed, temperature and humidity-controlled containers with desiccant and X-ray inspection of all units for critical defects prior to use.
Ammunition Data Cards must be prepared per MIL-STD-1168 and submitted via WAWF system with one hard copy accompanying each shipment. Advanced Report of Shipment (REPSHIP) notifications must be provided to consignees no later than 24 hours prior to shipment arrival, or for ammunition, no later than two hours after departure. Packaging must comply with MIL-STD-2073-1 military preservation standards and International Standards for Phytosanitary Measures (ISPM No. 15) for all wood packaging materials. Acceptance uses MIL-STD-1916 with Verification Level IV for major characteristics and VL II for minor characteristics. Contractor must maintain ISO 9001-2015 quality standards. Payment will be made via WAWF with DCMA and DFAS authorized to withhold payment until contract data requirements are delivered and approved by Hill AFB.
