About this opportunity
The Department of the Air Force Materiel Command Installation and Mission Support Center seeks to procure approximately seven enclosed, all-terrain Explosive Ordnance Disposal Response Trailers through a five-year Indefinite Delivery Indefinite Quantity contract, with proposals due June 8, 2026 by 1300 CDT and questions due May 15, 2026 by 1300 CDT. This is a 100% Total Small Business set-aside under NAICS 336212 (truck trailer manufacturing; 1,000-employee size standard).
Place of performance is Tyndall Air Force Base, Florida, with delivery to approximately 70 Continental United States, Alaska, Hawaii, and overseas Air Force installations and Air National Guard locations, with Hill AFB designated as the consolidation point for overseas and remote shipments.
Each trailer shall measure 7' x 20' overall with 84" minimum interior height, maximum Gross Vehicle Weight Rating of 7,000 lbs, tandem axle suspension with 3,500 lb. per-axle capacity, 16" ground clearance, 32" all-terrain tires, bumper-pull hitch, aluminum construction with steel frame (10-year service-life coating), DOT compliance, and flat-front nose accommodating a 5.5KW generator. Interior requirements include 120/240V 50-amp electrical with shore power and generator capability, 15K AC unit with 12K heat strip, 360-degree LED scene lighting (over 40,000 lumens total), RV-style personnel door with electronic keypad lock, Super Duty ramp door, E-Track cargo management on walls and floor, white vinyl dry-erase walls, polyfoam insulation, and 75-mil diamond tread flooring. All trailers require First Article Inspection approval before production. Manufacturing must complete within 180 calendar days of delivery order; final delivery within 30 days thereafter. Contractor must obtain minimum two competitive shipping quotes per location with online tracking; all proposals exceeding 12-month production timelines will not be considered.
The contract awards on a firm fixed-price basis with unit pricing across five annual ordering periods (July 1, 2026 through June 30, 2031) and an optional six-month period. Minimum order is one trailer annually; maximum is 80 trailers over the period of performance. A single unified "bumper-to-bumper" warranty covering structure and all subsystems against defects in materials and workmanship is mandatory.
Proposals require three volumes: Technical Capability and Warranty Plan (30 pages maximum), Past Performance with one to three contracts demonstrating manufacturing and delivery of at least two ruggedized off-road enclosed trailers (13 pages maximum), and Price using the provided matrix (no page limit). Technical Capability and Past Performance are evaluated on Acceptable/Unacceptable gatekeeping criteria; Warranty Plan (weighted as significantly more important than Price) is traded against Total Evaluated Price for acceptable proposals. Award will be made on best-value tradeoff analysis without discussions, though the Government reserves the right to communicate with offerors to optimize terms.
