About this file
This is a Questions and Answers (Q&A) document providing official government responses to industry inquiries regarding solicitation FA8051-26-R-0005 for Explosive Ordnance Disposal (EOD) Response Trailers issued by the Department of the Air Force Materiel Command Installation and Mission Support Center. The Q&A addresses 41 questions submitted by offerors prior to the 15 May 2026 question deadline, with responses clarifying technical specifications, design requirements, and contract terms for the five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract.
The government confirmed key specifications for the 7' × 20' enclosed all-terrain trailers: a maximum Gross Vehicle Weight Rating (GVWR) of 7,000 lbs with 3,500 lb per axle; mandatory steel frames with coating designed for 10-year service life; interior-routed electrical wiring with flat RV-style outlets and switches; E-Track systems on walls and floor; manual all-weather switches for shore power and generator selection; and 32-inch all-terrain tires with wheels mounted outside the cargo box. The government acknowledged a dimensional conflict between the 102-inch maximum overall width and 84-inch interior cargo box width, committing to amend the Statement of Work to reduce interior box width while maintaining Department of Transportation compliance. Critical delivery timeline requirements mandate production completion within 180 calendar days following delivery order issuance and final delivery within 30 days after government inspection approval; proposals offering timelines exceeding 12 months will not be considered. The solicitation is a 100% small business set-aside with minimum order quantity of 1 trailer per year and maximum of 80 trailers over the period of performance. Contractors must establish firm fixed pricing upfront for the entire five-year ordering period and provide minimum two independent commercial shipping quotes per location; self-performed shipping rates are not acceptable. Proposals are due 08 June 2026 by 1300 CDT, with all highlighted shipments going to Hill Air Force Base per Attachment 1a.

Sheet1
| # | Page | Section/Task | Question | Government Response |
| 1 | 1 of 8 | FOPR & PWS | 7,000 lb GVWR - The 3,500 lb per axle might be light depending on what you plan to transport, is it okay to size this up? | No. |
| 2 | 1 of 8 | FOPR | Steel Frame - We like to offer aluminum frame trailers due to long term maintenance issues with steel frame, is that okay to substitute? | No. |
| 3 | 3 of 8 | FOPR and Attachment 3 Provisions and Clauses Rev1 | E-Track - E-Track is fine, just confirming you want this on the walls and floor and not L-Track which is more universal, it’s like aircraft track. | E-Track System required in accordance with SOW. |
| 4 | 5 of 8 | FOPR/Basis of Award | Generator & Fuel - I see you all want the generator on the tongue, any preference for the fuel tank? Traditionally we like to integrate both into the interior footprint of the trailer. | See SOW 4.4.5; generator shall be standalone in terms of fuel tank. |
| 5 | 5 of 8 | FOPR/Subfactor 1.1: Technical Capability | VOSB - see attached, we are an SBA Certified Veteran-Owned Small Business (VOSB). Any interest in pursuing a set aside? | This reqruirement is a 100% small business set-aside and will not be re-solicited under a socioeconomic set-aside. |
| 6 | 5 of 8 | FOPR/Subfactor 1.1: Technical Capability | What is the quantity of trailers required and delivery timeline(s). In Attachment 1a Trailer Fielding pdf there’s eight ships to locations. | See Combined Synopsis/Solicitation Attachment 1a. All highlighted items are strictly shipped to Hill Air Force Base. |
| 7 | 6 of 8 | FOPR/Subfactor 1.2 Personnel/Staffing Plan | SOW 4.4.3 Do you want a battery bank system capable of powering everything without being plugged into the generator or shore power? | No. |
| 8 | 6 of 8 | FOPR/Subfactor 1.2 Personnel/Staffing Plan | Do you want an automatic transfer switch to change from generator, shore power, battery banks to power the entire trailer? | A manual, all-weather switch shall be installed to select between shore power and generator power. |
SOW Update: para 4.4.7 added 9 6 of 8 FOPR/Subfactor 1.2 Personnel/Staffing Plan SOW 4.4.9 Do you want the electrical installation to be inside of the walls or is external electrical conduit along the wall acceptable? All electrical wiring must be routed inside the walls. Outlets and switches must be flat, RV-style. No surface-mounted electrical boxes are permitted.
SOW Update: para 4.4.9 revised
| 10 | 6 of 8 | FOPR/Subfactor 1.2 Personnel/Staffing Plan | SOW 4.0.1 states GVWR to not exceed 7,000 lbs. how much weight is anticipated to go inside the trailers? With the brand I will be quoting they are a heavier duty built trailer and we typically have a GVWR of 10,000 lbs to support the weight of the trailer and still have plenty of payload capacity. If there will not be much payload and the trailer will mostly be used as a climate controlled “shelter” area then we may be able to get by with the 3,500lb axles giving the 7,000lb GVWR. | The total weight of current and projected equipment does not exceed 3000 lbs. Having a 7000 lb. GVWR trailer will allow the suspension to function correctly, reducing rigidity and the amount of shock transferred to the load during transit. |
| 11 | 6 of 8 | FOPR/Subfactor 1.2 Personnel/Staffing Plan | SOW 4.0.9 states rear camera system. Do you currently have one that is used and is preferred that already has equipment set up on the prime mover or would the camera kit need to include the hardware to go on the mover as well? | The Government’s vehicles are already equipped with a 12-way coaxial (FAKRA) connector on the rear bumper that integrates into the dashboard display. |
SOW Update: para 4.09 revised
| 12 | 6 of 8 | FOPR/Subfactor 1.2 Personnel/Staffing Plan | SOW 4.2.1 refers to the frame. We would have black steel that is coated similar to the requested spec for the main frame with the subframe (floor, walls, ceiling) being made with galvanized steel to add strength and resist corrosion. Is this acceptable? | Yes, providing coating is designed for a 10-year service life |
| 13 | 6 of 8 | FOPR/Subfactor 1.2 Personnel/Staffing Plan | SOW 4.2.8 rear stabilizer jacks. Are standard scissor jacks acceptable or do you want hydraulic powered jacks? | Rear Stabilizer Jacks: Scissor jacks are acceptable as are other manual drop leg stabilizer jacks. |
| 14 | 6 of 8 | FOPR/Subfactor 1.2 Personnel/Staffing Plan | SOW 4.7.2 walls & ceiling call for a vinyl covered wall with dry erase material. Would a white aluminum wall be acceptable to fulfill this request? | Yes, white aluminum is acceptable for the walls only, provided it is coated with a smooth, dry-erase paint and clear protective layer for repeated use. The ceiling must remain white vinyl. |
SOW Update: para 4.7.2 revised
| 15 | 6 of 8 | FOPR/Subfactor 1.2 Personnel/Staffing Plan | On the Combined synopsis/solicitation form under Factor 3: Price, it states that you want a firm fixed price for the trailers and a separate price for the proposed warranty coverage. Do you want a separate price for an “extended warranty”? For example if the standard manufacturer warranty is 3 years bumper to bumper and we have an after market warranty company that we work with that will cover and additional 5 years for $XXX is that what needs to be listed separately? | No. |
| 16 | 6 of 8 | FOPR/Subfactor 1.2 Personnel/Staffing Plan | for the pricing since this is projecting out to potentially 1/1/2032 it is hard to anticipate pricing for the trailers due to steel pricing, etc. Are you wanting something similar to a BPA that I currently have with Yellowstone NP for 5 years where we anticipated a standard % increase every year but they reach out before placing the order call to verify current pricing and submit the PO’s for the units on that order? | No. |
| 17 | 7 of 8 | FOPR/Factor 2 | The manufacturer we are a dealer for and would be using is in Northern Utah and about 1 hour from HAFB so if awarded, is there is a contact there that can help facilitate inspections and verify specs through the build process that would make it very convenient | No. |
| 18 | 7 of 8 | FOPR/Factor 2 | It stated a possible maximum of 80 trailers over the order period but I didn’t see a minimum listed anywhere. Is there a minimum expectation of orders? | Minimum order is 1 per year. Maximum per order is based on funding available. The Government does reserve the right to place more than one order for trailers in any given fiscal year. |
| 19 | 7 of 8 | FOPR/Factor 2 | Under the dimensions requirement for the “7’ x 20’ enclosed, all-terrain trailer,” could you please confirm whether the 7’ x 20’ measurement refers to the interior box dimensions or the overall trailer dimensions? | 7' refers to the interior width of the trailer. 20' refers to the leading edge of the hitch, to the rear "bumper" of the trailer with the door closed. |
| 20 | 7 of 8 | FOPR/Factor 2 | Since the specifications also require a minimum ground clearance of 16 inches, could you please advise what minimum interior height/clearance is expected inside the trailer? | See SOW para 4.0.6. |
| 21 | 7 of 8 | FOPR/Factor 2 | Regarding the all-terrain and off-road capability requirements, can you please confirm the intended operational environment and expected level of off-road use? Depending on the intended use and the clarification above, this may affect the trailer layout and suspension configuration. | See SOW para 2. |
| 22 | 7 of 8 | FOPR/Factor 2 | The Government-established delivery timeline requires production completion within 180 calendar days following delivery order issuance and final delivery within 30 calendar days after Government inspection approval. |
| Can the Government confirm whether it will consider proposals offering compliant custom-built solutions with delivery schedules exceeding the stated timeline, specifically schedules greater than twelve (12) months, if technical requirements and overall mission objectives are fully satisfied? | Confirmation: The government will not consider proposals offering completion outside of 180 calendar dates. | ||||
| 23 | Attachment 2 | FOPR/ Factor 3: Price | Is there an estimated total number of trailers expected during the period of performance? | Minimum Quauntity: 1 / Maximum Quantity: 80. | |
| 24 | Attachment 2 | FOPR/ Factor 3: Price | What is the total number of trailers expected during each Clin line? | To be determined. | |
| 25 | Exhibit A | NA | Will all locations receive the same number of trailers? | No. | |
| 26 | Exhibit A | NA | Are there any additional applicable specifications, military standards (MIL-STDs), or testing requirements that must be met but are not currently identified or captured within the SOW? | No. | |
| 27 | Exhibit A | NA | The specified dimensional requirements appear to be conflicting. The SOW requires the wheels to be located outside the cargo box, limits the overall trailer width to 102 inches, specifies an 84-inch interior cargo box width, and requires 32-inch all-terrain tires. Based on preliminary layout considerations, these requirements do not appear to be achievable simultaneously. Even under minimum spacing assumptions, an estimated overall width of approximately 105 inches would be required (assuming an 84-inch cargo box and approximately 10.5-inch tire width for 32-inch tires). Please clarify how these dimensional requirements are intended to be reconciled or identify any allowable tolerances or design flexibility. | The Government acknowledges the dimensional conflict. The requirement for an unimpeded interior floor (wheels mounted outside the cargo box) and the 102-inch maximum overall width take precedence. The Government will amend the SOW to reduce the required interior box width, allowing for the exterior wheel placement and 32-inch tires while maintaining DOT compliance. |
SOW Update: para 4.02 revised
| 28 | Exhibit A and PWS | PWS/Section 3.2.2.5 | The specified Gross Vehicle Weight Rating (GVWR) of 7,000lbs. appears to significantly constrain usable payload capacity when considering the cumulative weight of required components, including the enclosure, HVAC unit, generator, and roof rack (rated at 400lbs.). As a result, the remaining payload capacity for equipment may be minimal. Please clarify whether the stated GVWR is correct or if adjustments, weight allowances, or design trade-offs are anticipated. | The total weight of current and projected equipment does not exceed 3000 lbs. Having a 7000 lb. GVWR trailer will allow the suspension to function correctly, reducing rigidity and the amount of shock transferred to the load during transit. |
| 29 | Exhibit A | For this IDIQ contract, please clarify the expected proposal approach for trailer units. Specifically, are contractors expected to propose trailer configurations and pricing upfront with task/delivery orders issued as needed? Alternatively, will contractors be required to submit a new proposal in response to each individual request or order throughout the period of performance? | Review Combined Synopsis/Solicitation. Contractors must submit their technical approach and complete the attached Pricing Sheet as instructed. Pricing must be established upfront for the entire 5-year ordering period; the Government will not solicit new proposals or updated pricing for individual delivery orders. | |
| 30 | 7 of 8 | FOPR Factor 2: Past Performance | The SOW specifies that light bars are to be 120v AC powered. Based on industry standards and typical availability, most light bars are commonly DC-powered, which may present sourcing challenges and integration considerations. Please confirm whether 120v AC power is a strict requirement, or if DC-powered light bars (with appropriate conversion, if required) would be acceptable. | See SOW para 4.5.1. |
| 31 | 5-6 of 8 | FOPR Subfactor 1.1 Technical Capability Samples | It has been found that while Roof Mounted HVAC units provide adequate cooling control, they lack the ability to heat adequately. The recommendation would be one to two wall mounted electric heaters (depending on delivery location) instead of the Roof Unit providing the heat. Is this sufficient? | No, see SOW para 4.3.1. |
| 32 | 4 of 18 | PWS 3.1.4 | 50-amp generators are typically larger in KW than 5.5. Based on requirements provided to the vendor, the recommendation would be a 7KW, 30-amp gasoline generator, or a 12KW, 50-amp diesel generator. Is this sufficient? | No, see SOW para 4.4.5. |
| 33 | 4 of 18 | PWS 3.1.4 | The contractor intends to personally provide shipping per location per year for the length of the contract. Is it fair in assuming that the included value for shipping would be one of the competitive shipping quotes? | No. Review the solicitation. The contractor is required to provide a minimum of two (2) independent, competing commercial shipping quotes. A self-performed shipping rate does not satisfy the requirement for independent commercial quotes. |
| 34 | 3 of 18 | PWS 3.1.2.1 | SOW 4.0.1; what is the estimated payload of the trailer? If the estimated payload approaches 70-80% of the GVWR of 7000 lbs would the Air Force consider 5200 lb torsion axles (providing a 9,990 lb GVWR) and greatly improving long term durability? | The total weight of current and projected equipment does not exceed 3000 lbs. / No. |
| 35 | 8 of 18 | FOPR Factor 2 Past Performance | SOW 4.2.1; would the customer accept a hot-dip galvanized frame to enhance durability and overall lifecycle performance of the trailer? Rubberized coatings tend to peel prematurely after the trailer is placed into service versus the galvanized dip process. | Yes, a hot dip galvanized frame will be accepted if vendor can prove durability statement (10+ year service life). |
SOW update: para 4.2.1 revised
| 36 | 17 of 18 | PWS 9.9 | SOW 4.7.1; would the Air Force consider closed-cell spray foam insulation with an R-8 to R-10 rating? This option provides superior vapor barrier performance, increased insulation value, and improved mould prevention. | Yes, similar insulation is acceptable. See SOW para 4.7.1. |
| 37 | SOW 4.4.5; would the Air Force consider a similar size diesel generator capable of supporting all trailer systems? | No. | ||
| 38 | 6 of 18 | PWS 3.2.3 | SOW 4.2.4; is a screwless/rivet less exterior panel design required? This design is recommended for increased longevity and durability in field conditions, as screws and rivets can loosen or pop out over time. | Yes. The Government will amend the solicitation to require a screwless/rivetless or hybrid (e.g., bonded/VHB tape) exterior panel design. Offerors must detail their proposed panel attachment method in their technical proposal. |
SOW Update: para 4.2.4 revised
| 39 | 6 of 18 | PWS 3.2.3 | SOW 4.4.6; can the Air Force confirm the size of shore power needed for the trailer? | Confirmed 100 ft. See SOW para 4.4.6. |
| 40 | Attachment 2. CLIN Pricing Sheet | Sections 4.5.1(c) and 4.5.1(d), Can the Air Force confirm if the lights that are required to be vertically adjustable will also need to be adjustable at the light head (i.e. adjustable angles after vertical adjustments are made.) | Confirmed. |
SOW Update: para 4.5.1(d) revised 41 12 of 18 PWS 3.3.4.5.2 SOW 4.3.3 Can the Air Force confirm Berry Amendment compliance is applicable to the Awning Fabric? Confirmed.
