About this file

This is a Combined Synopsis/Solicitation (RFP) for Explosive Ordnance Disposal (EOD) Response Trailers issued by the Air Force Installation Contracting Center at Tyndall AFB, Florida. The solicitation number is FA8051-26-R-0005, posted on 07 May 2026, with a response deadline of 08 June 2026 at 1300 CDT. This is a 100% Total Small Business set-aside under NAICS code 336212 (Size Standard: 1,000 Employees). The Government intends to award a single Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 5-year ordering period (01 July 2026 through 30 June 2031) to procure specialized EOD Response Trailers. The contract will use streamlined commercial product procedures under FAR Part 12 as modified by the Revolutionary FAR Overhaul (RFO) Class Deviation. The Government reserves the right to award without discussions but may communicate with offerors to optimize terms.

Proposals must be submitted electronically in three distinct volumes: Volume I (Technical, 30 pages maximum) addressing Technical Capability and Warranty Plan, Volume II (Past Performance, 13 pages maximum) with one to three relevant recent contracts, and Volume III (Price, no page limit) using the provided Pricing Matrix. The Technical Capability subfactor requires detailed narratives, CAD drawings, and renderings demonstrating compliance with Statement of Work requirements. The Warranty Plan subfactor must propose a single, unified "bumper-to-bumper" warranty covering the entire trailer and all components, specifying duration, exclusions, and execution/support processes. Past Performance references must be recent (within five years) and relevant, demonstrating manufacturing and delivery experience with at least two units of ruggedized, off-road, or special-purpose enclosed trailers designed for extreme environments. Pricing must include firm-fixed unit prices for both trailer manufacturing and warranty coverage across the Base Ordering Period and four subsequent Ordering Periods, with shipping costs excluded from the IDIQ pricing and negotiated separately at the delivery order level. Award decisions will be based on best-value tradeoff analysis, with Technical Capability and Past Performance evaluated on an Acceptable/Unacceptable basis as gatekeeping criteria, and Warranty Plan (weighted as significantly more important than Price) traded against Total Evaluated Price for acceptable proposals.
