About this opportunity

The Department of the Air Force Materiel Command Installation and Mission Support Center is conducting market research through a Request for Information (RFI) for 7' x 20' enclosed trailers designed to support Explosive Ordnance Disposal (EOD) emergency response and Defense Support of Civil Authorities (DSCA) missions across Air Force installations. The trailers must be capable of transporting and housing full-spectrum EOD equipment, including robotic platforms, X-ray systems, reconnaissance items, and specialized tools, while providing secure, climate-controlled command-post workspace. Key requirements include DOT compliance for highway use, both on and off-road capability, a 7,000 lbs. GVWR, 84" interior width with 192" length and minimum 84" height, comprehensive electrical systems with a 50-amp generator, 15K AC/12K heat HVAC unit, LED lighting, E-track securement systems, and specialized features such as rear camera systems and powered awning. This RFI is for information and planning purposes only and does not constitute a commitment to issue a future solicitation; responses are not offers and cannot form a binding contract. Interested vendors must submit responses electronically to the contracting officers David Woodford or Chaston Waller no later than 1700 EST on March 9, 2026, providing company information, business size and socio-economic status, NAICS code, relevant federal contract experience, and detailed capabilities with product specifications and examples.

This procurement is designated as a Total Small Business set-aside, restricting participation to small business entities as defined by the Small Business Administration. The RFI does not specify an award value or budget range, as this is a pre-solicitation market research phase intended to inform future acquisition strategy. The Air Force plans to field trailers to 76 Air Force installations across the continental United States, Alaska, Hawaii, and overseas locations, with delivery locations ranging from Priority 1 (Beale AFB) through Priority 76, organized by geographic region and Civil Engineer Squadron responsibility. Vendors selected for comprehensive responses may be invited to participate in one-on-one meetings with the government to further discuss capabilities and requirements. Manufacturer must deliver first articles within 180 days of purchase order receipt and complete delivery to designated installations within 30 days following first article inspection and approval by the Air Force Civil Engineer Center, Explosive Ordnance Disposal Division.

Amendment 1: The purpose of this amendment is to add the updated Statement of Work to the attachments/links tab.

  1. REQUEST FOR INFORMATION (RFI) ONLY

This Request for Information (RFI) is issued solely for information and planning purposes. In accordance with Part 10 of the Federal Acquisition Regulation; the U.S. Government is conducting market research. In addition, the Government is requesting any feedback or comments on the Government’s requirements. This RFI does not constitute a Request for Quote (RFQ) or Request for Proposal (RFP) or a promise to issue one in the future. Further, the Air Force is not, at this time, seeking proposals, and will not accept unsolicited proposals.

Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

The Government’s explicit intent, in this request for information, is to not receive from respondents any proprietary data, trade secrets, business sensitive information, or information considered CONFIDENTIAL under 18 U.S.C. §1905. The Government’s constraint does not in any way relieve contractors from their responsibility to properly mark proprietary data when it is provided, nor does it alleviate any requirement for the Government to protect marked data. The Government is not obligated to protect unmarked data. The information provided in this RFI is subject to change and is not binding on the Government.

In accordance with Federal Acquisition Regulation 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Those who respond to this RFI should not anticipate feedback concerning their submission. All submissions will become the property of the Government and will not be returned. Responding to the RFI is completely voluntary and will not enhance or adversely affect responses to any resulting solicitation if such solicitation is issued at a later date. There is no competitive advantage gained by any of the respondents to this RFI
