About this opportunity

The Mission and Installation Contracting Command-Fort Sam Houston intends to issue a request for proposal to provide event planning and logistical support services for the Office of the Chief of Chaplains located at the Pentagon in Washington D.C. The contract will be a single award indefinite delivery/indefinite quantity contract with both firm fixed price and cost reimbursable contract line items for a five year ordering period from March 2020 through August 2025. Key services include event planning, registration, on-site support, childcare coordination, and meeting space coordination. The evaluation criteria and contract terms will be detailed in the forthcoming RFP, which is anticipated to be posted on July 24, 2019 with proposals due by August 24, 2019.

There is no set-aside designation. The applicable NAICS code is 561920 for convention and tradeshow organizers with a $11 million small business size standard. The incumbent contractor is National Conferencing, Inc. The estimated total contract value is over $173 million for the base five year period. Services will support a minimum of 1,500 and maximum of 4,000 standard logistical support packages and 72 specialized packages annually for events taking place at the Pentagon in Washington D.C.

a. The purpose of Amendment 0004 is to provide revised evaluation criteria for Subfactor 1, iv. Language was revised in both Addendum 215-1 Instructions to Offeror and Section M. The Performance Work Statement was also revised to claify "worldwide" as both CONUS and OCONUS events.

b. Amendment 0004 also revised response to question 40, 43, and 71 per attachment B Questions and Responses.

c.Amendment 0004 will also extend the closing date to 15 October 2019 at 1200PM CST.

d. Any questions or concerns must be submitted to the Contracting Officer within 48 hours of this Notice.

a. The purpose of Amendment 0003 is to extend the closing date to 2 October 201912:00PM CST. Amendment 0003 will also correct Performance Work Statement (PWS) Technical Exhibit 1 and 2 on Task 5.2.3. In response to question 51. Task 5.2.3, the response resulted in a change to 21 Days in the PWS Task 5.2.3. That change is now reflected in the Techncial Exhibits as well.

The pupose of Amendment 0002 is to provide Governement responses to questions received along with associated revised attachments. Attachement A Price Build Up has been revised based on Questions received. Attachment I Historical Labor Mix has been added to the list of Attachments.

Amendment 0002 w ill also extend the closing date to 1200PM 25 Sep 2019.

Proposals shall be submitted prior to the closing date and time identified on SF33, which is NOT LATER THAN 12:00 P.M. (noon) CENTRAL DAYLIGHT TIME on Wednesday, 18 September 2019.

The deadline for the submittal of all Questions/Comments/Exceptions is Thursday, 22 August 2019 at 12:00 P.M. (noon) CDT.

The Mission and Installation Contracting Command-Fort Sam Houston intends to issue a request for proposal (RFP) to provide Event Planning and Logistical Support Services for the Office of the Chief of Chaplains (OCCH), located at the Pentagon, Washington D.C. The vehicle to be used for this acquisition will be a Single Award Indefinite Delivery/Indefinite Quantity (ID/IQ) with the ability to issue Task Orders with both Firm Fixed Price and Cost Reimbursable Contract Line Items (CLINs). The period of performance will consist of a five (5) year ordering period with anticipated annual Task Orders. The period of performance is 1 March 2020 - 31 August 2025. This includes a 60 day phase in/out and 52.217-8 Extension period.

This Pre-solicitation Notice is posted in response to the sources sought inquiry W9124J-20-R-SB20, which was posted on 12 Sep 2018.

This solicitation is full and open. North America Industry Classification System (NAICS) code 561920, Convention and Tradeshow Organizers with a corresponding small business size standard of $11M, will be applicable to this procurement. All responsible sources may submit a proposal.

It is anticipated that the RFP will be posted to the Federal Business Opportunity website on or about 24 July 2019 with an anticipated closing dated on or about 24 August 2019. These dates are subject to change.
