The National Park Service seeks to establish a five-year indefinite delivery, indefinite quantity (IDIQ) contract for inspection, testing, and maintenance of fire protection and life safety systems across NPS facilities, with quotes due May 26, 2026. The procurement is set aside for total small business concerns under NAICS 541990 (All Other Professional, Scientific, and Technical Services), with a size standard of $19.5 million.

Work is performed nationwide across more than 27,000 structures in over 430 parks during regular business hours (7:00 a.m. to 5:00 p.m., Monday through Friday), with occasional travel by small aircraft. The contract period runs June 1, 2026, through May 31, 2031, with a six-month extension option. Services include inspection, testing, and maintenance of fire alarm systems, extinguishing systems (carbon dioxide, clean agents, dry chemical, halon, water mist, water spray, wet chemical), kitchen hood suppression systems, fire sprinkler systems, emergency generators and lighting, fire doors and dampers, fire hydrants, fire pumps, backflow prevention devices, standpipes and hose, and water tanks. All work must comply with the International Fire Code, NFPA standards including NFPA 70, and NPS Structural Fire Management policies.

The contract is firm-fixed price and issued under the Service Contract Act. The guaranteed minimum is $2,500 per awarded contract, with a maximum order limitation of $2,000,000 per contract. NPS plans to award two contracts. The contractor must field a multi-disciplinary team including Senior Project Managers, Technical Assistants, Technicians, Administrative Support personnel, and Cost Estimators, each meeting specified certification and licensing requirements. This is a new standalone requirement with no incumbent. Evaluation considers price, technical capabilities, and prior experience within the past five years. Award is anticipated on or before May 28, 2026.

The National Park Service (NPS) Structural Fire Program Office, 3833 S. Development Ave. Boise, ID 83705, is seeking to establish a five-year, indefinite delivery, indefinite quantity (IDIQ) contract for the inspection, testing, and maintenance (ITM) of fire protection and life safety systems in NPS buildings.
The NPS is responsible for protecting over 430 parks with more than 27,000 structures, many of which have installed fire protection and life safety systems requiring ITM in accordance with the International Fire Code (IFC), referenced National Fire Protection Association (NFPA) standards, and NPS policies, including RM 58: Structural Fire Management. Each park is responsible for ensuring ITM is completed for fire protection and life safety systems in their buildings and the systems are working as designed to provide early notification of fire incidents and/or suppression of fires.
