The contract covers a five-year ordering period from June 1, 2026, through May 31, 2031, with an option for a six-month extension. The guaranteed minimum is $2,500 per awarded contract, with a maximum order limitation of $2,000,000 per contract. The Government plans to award two contracts. This acquisition is set aside for small business concerns under NAICS code 541990, with a size standard of $19.5 million. Quotes are due by 5:00 PM ET on May 26, 2026, and should be submitted via email to stephen_loftus@nps.gov. Offerors must be registered in the System for Award Management (SAM) as active small businesses at quote submission, award, and throughout contract performance. Award is anticipated on or before May 28, 2026, with an effective date of June 1, 2026. The contract is firm-fixed price and incorporates FAR Part 12 provisions for commercial services. Evaluation will consider price, technical capabilities, and prior experience in similar projects within the past five years.

Inspection, Testing and Maintenance Services with 5-pricing periods.
Projects will consist of inspecting, testing, and maintaining fire protection and life safety systems in accordance with the latest edition of the International Fire Code (IFC) and NFPA standards and editions referenced therein, including NFPA 70: National Electrical Code
(NEC). The projects listed in the RFQ shall serve as an example and are not all inclusive, however, they do all use the same skillsets, therefore offerors have the opportunity to understand the nature of the requirements.

OVERVIEW
The National Park Service (NPS) requests offers under FAR Part 12 for contractors to inspect, test, and maintain fire protection and life safety systems at various NPS facilities and locations nationwide. This
Combined Synopsis/Solicitation is prepared in accordance with FAR Subpart 12.6; offers are requested and a separate written solicitation will not be issued.
The guaranteed minimum for the life of the contract, which includes the entire contract using the multiple pricing years, is anticipated as $2,500.00 for each contract awarded. The CO plans on awarding two contracts and the maximum order limitation will be $2,000,000.00 for the life of each individual contract.
To be considered for award your company must obtain a Unique Entity Identifier (UEI). Your company must also be registered in the System for Award Management (SAM) and be considered a small business for the size standard associated with the NAICS code found in block 10 on page one (1) of this solicitation, and this registration must be “active” in SAM at the time of Quote close date/time - as well as, at the time of award and throughout the entire award/contract performance.

GENERAL DESCRIPTION OF STATEMENT OF WORK
Independently, and not as an agent of the Government, the Contractor shall furnish all labor, materials, and equipment necessary to provide inspection, testing, and maintenance (ITM) of fire protection and life safety systems in NPS buildings nationwide. Each TO shall be competed between the IDIQ holders.
Projects will consist of inspecting, testing, and maintaining fire protection and life safety systems in accordance with the latest edition of the International Fire Code (IFC) and NFPA standards and editions referenced therein, including NFPA 70: National Electrical Code (NEC). Demonstrative examples of these types of tasks are outlined below, though the list is not all encompassing:
A. Demonstrative Example 1 (Fictitious): The contractor may be tasked with performing annual external maintenance, 6-year internal examination, hydrostatic testing, and recharging of all types of portable fire extinguishers located in park buildings. The contractor will affix the required tags, verification of service collars, and stickers on the extinguishers to document completion of specific services.

B. Demonstrative Example 2 (Fictitious): The contractor may be tasked with the annual inspection and testing of fire alarm systems installed in park buildings. Testing shall include sensitivity testing of smoke detectors within one year of installation and every alternate year thereafter as required. Annual inspection and testing will be documented in written or electronic reports, which will include a list of deficiencies or maintenance required and estimated costs associated with each.
C. Demonstrative Example 3 (Fictitious): The contractor may be tasked with the annual inspection and testing of sprinkler systems installed in park buildings and performing required maintenance, including the replacement of sprinkler heads. Contractors may conduct internal testing of sprinkler piping every 5 years, FDC hydrostatic tests, internal check valve inspections, and gauge calibration/replacement.
Contractors may be tasked with age-based sprinkler sample testing and replacement. Annual inspection and testing will be documented in written or electronic reports, which will include a list of deficiencies or maintenance required and estimated costs associated with each.
D. Demonstrative Example 4 (Fictitious): The contractor may be tasked with inspecting and testing water storage tanks dedicated to fire protection annually. Inspections will be made of the interior of steel water storage tanks every 3 years and other types of tanks every 5 years. Water storage tanks with tank heaters will be tested annually prior to the heating season. Documentation will be provided on written or electronic reports, which will include a list of deficiencies or maintenance required and estimated costs associated with each.
E. Demonstrative Example 5 (Fictitious): The contractor may be tasked with the inspection of kitchen hoods, grease-removal devices, fans, ducts, and other appurtenances at 1-, 3-, 6-, and 12-month intervals, based on the type of cooking operations conducted in park buildings. Maintenance of the kitchen hood wet chemical suppression systems occurs semi-annually. Documentation will be provided on written or electronic reports, which will include a list of deficiencies or maintenance required and estimated costs associated with each.
F. Demonstrative Example 6 (Fictitious): The contractor may be tasked with the annual inspection and testing of fire pumps, including annual flow testing, annual testing of diesel fuel, and required maintenance, such as the replacement of engine oil filters, fuel filters, and batteries and the inspection of electrical connections. Documentation will be provided on written or electronic reports, which will include a list of deficiencies or maintenance required and estimated costs associated with each.
G. Demonstrative Example 7 (Fictitious): The contractor may be tasked with testing backflow prevention devices annually and inspecting the devices internally every 5 years. Documentation will be provided on written or electronic reports, which will include a list of deficiencies or maintenance required and estimated costs associated with each.
H. Demonstrative Example 8 (Fictitious): The contractor may be tasked with performing 5-year flow tests, 5-year hydrostatic tests, and 5-year pressure reducing valve tests on standpipe systems. Where provided, waterflow alarm and supervisory alarm devices shall be tested as required. Documentation will be provided on written or electronic reports, which will include a list of deficiencies or maintenance required and estimated costs associated with each.
I. Demonstrative Example 9 (Fictitious): The contractor may be tasked with the annual inspection, testing, and maintenance of fire service mains and their appurtenances, including 5-year underground piping flow checks. Documentation will be provided on written or electronic reports, which will include a list of deficiencies or maintenance required and estimated costs associated with each.

J. Demonstrative Example 10 (Fictitious): The contractor may be tasked with inspection, testing, and maintenance of fire and smoke dampers every 4 years and annual inspections of fire door assemblies.
Documentation will be provided on written or electronic reports, which will include a list of deficiencies or maintenance required and estimated costs associated with each.
K. Demonstrative Example 11 (Fictitious): The contractor may be tasked with annual inspection, testing, and maintenance of clean agent systems, semi-annual cylinder quantity/pressure checks, and 5-year hydrostatic tests. Documentation will be provided on written or electronic reports, which will include a list of deficiencies or maintenance required and estimated costs associated with each.
Questions regarding this solicitation will only be accepted until 12:00 PM ET, May 18, 2026. The
CO will post any final amendment to this solicitation NLT 1700 EDT on the same day.

NOTE: For RFQ Pricing Purposes, each prospective quoter shall use the attached
Department of Labor (DOL) Wage determination 2015-5503 Revision 27 Dec 2, 2025, to determine pricing. The CO will provide the actual wage determination applicable to the specific location of each Task Order (T0). The awarded contractors will submit their TO quotes based on the applicable WD. The Primary reason for this response is due to the fact the NPS has over 430 parks and the prospect of maintaining over 100 plus pricing sheets led the CO to choose this method for pricing.
NOTE: Alternate quotes/proposals will not be accepted. Provide us with the final offer total, as this will be the evaluated price.
4. Ensure that Prior Experience references and examples, that are similar in scope to this type of service, are provided - Prior experience is the factual documentation or narrative of a firm’s experience, qualifications, and capability, to meet the acceptability standard. Offerors are to provide references (preferably a minimum of 3) that provide information on the performance quality of work on similar projects/services as outlined in the Statement of Work – please ensure they are as relevant as can be for this requirement.
5. Complete a Technical Capabilities Statement demonstrating knowledge of and experience in the service described in the attached Specifications.

Offerors are responsible for submitting quotes/proposals to the Government office designated in the solicitation by the time specified in the solicitation. RFO 52.212-2, Evaluation — Commercial Products and Commercial Services (Mar 2026)
(a) The Government will award a contract resulting from this solicitation to the responsible Quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) price;
(ii) technical capability of the Quoter to meet the Government requirement

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful
Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

AWARD SELECTION PROCESS
Award will be made in accordance with FAR Part 12.204 to the quote that provides the best value to the government based on price, technical, and prior experience. Per FAR Part 12.203(b) evaluation will be conducted by comparative evaluation of quotes. IAW (FAR 12.203(c) (2), this solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor, which gives the contracting officer broad discretion in establishing how quotations will be evaluated. For example, the contracting officer may perform a comparative evaluation of quotations. The evaluation procedures are not subject to part 15 or 14. Contracting officers are not required to have evaluation plans, score quotations, or establish a competitive range before communicating with quoters or soliciting revised quotations.
The technical evaluation for this procurement shall consist of a technical evaluation by Subject
Matter Experts (SME) performing Strength, Weakness, Opportunity, and Threat (SWOT) analysis on each quote against the evaluation factors below. The selected quote shall be that quote that exhibits the greatest strengths and fewest weaknesses and presents the best value to the government:
1. Price: A price evaluation will be performed to determine the reasonableness of the proposed price. Reasonableness will be determined considering other competitive prices received and comparison to the independent Government estimate. If multiple contract line items are included in the price schedule, prices will also be evaluated to determine whether any line items are unbalanced. Quoters are cautioned to distribute costs appropriately.
2. Technical Capabilities Statement: Written confirmation that company specializes in, or has sufficient documented direct experience in providing all labor, material, tools, supervision and travel necessary to perform the services outlined, in accordance with, the attached Statement of
Work (SOW). Provide a capability statement – please see “TO SUBMIT AN OFFER” section for details on which to submit for this requirement.
3. Prior Experience as described in “TO SUBMIT AN OFFER” section, that can confirm your company has successfully completed similar tasks outlined in the Statement of Work.

Quotes will receive a preliminary review to determine whether the quote contains sufficient information, as required by the solicitation, to allow the government to perform a meaningful evaluation. If the results of this preliminary review indicate that the quote lacks sufficient information to allow a meaningful evaluation to be conducted, the Contract Specialist/Contracting Officer may eliminate the quote from further evaluation and consideration for an award.
52.252-5 Authorized Deviations in Provisions (Nov 2020)
As prescribed in 52.107(e), insert the following provision in solicitations that include any FAR or supplemental provision with an authorized deviation. Whenever any FAR or supplemental provision is used with an authorized deviation, the contracting officer shall identify it by the same number, title, and date assigned to the provision when it is used without deviation, include regulation name for any supplemental provision, except that the contracting officer shall insert "(DEVIATION)" after the date of the provision.

52.201-1 Acquisition 360: Voluntary Survey (Sep 2023)
(a) All actual and potential offerors are encouraged to provide feedback on the pre-award and debriefing processes, as applicable. Feedback may be provided to agencies up to 45 days after award. The feedback is anonymous, unless the participant self-identifies in the survey. Actual and potential offerors can participate in the survey by selecting the following link: https://www.acquisition.gov/360.
(b) The Contracting Officer will not review the information provided until after contract award and will not consider it in the award decision. The survey is voluntary and does not convey any protections, rights, or grounds for protest. It creates a way for actual and potential offerors to provide the Government constructive feedback about the pre-award and debriefing processes, as applicable, used for a specific acquisition.
52.209-7 Information Regarding Responsibility Matters (Oct 2018)
(a) Definitions. As used in this provision—
Administrative proceeding means a non-judicial process that is adjudicatory in nature in order to make a determination of fault or liability (e.g., Securities and Exchange Commission Administrative
Proceedings, Civilian Board of Contract Appeals Proceedings, and Armed Services Board of Contract
Appeals Proceedings). This includes administrative proceedings at the Federal and State level but only in connection with performance of a Federal contract or grant. It does not include agency actions such as contract audits, site visits, corrective plans, or inspection of deliverables.
Federal contracts and grants with total value greater than $10,000,000 means—
(1) The total value of all current, active contracts and grants, including all priced options; and
(2) The total value of all current, active orders including all priced options under indefinite-https://www.acquisition.gov/far-overhaul

52.209-11 Representation by Corporations Regarding Delinquent Tax Liability or a Felony
Conviction under any Federal Law (Feb 2016)
(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing
Appropriations Act, 2015 (Pub. L 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is

(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.
(b) The Offeror represents that—

RFO 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services. (Mar
2026)
(a) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall include—
(1) The solicitation number;
(2) The name, address, telephone number of the Offeror;
(3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;
(4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation;
(5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and
(6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments.
(b) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(c) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.
(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines
140PS126Q0003 ITM IDIQ for DFAM Page 15 of 46 that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.
(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary.
The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
(e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:
(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.
(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed
Offeror and past performance information on the debriefed Offeror.
(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award.
(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.
(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.
52.216-27 Single or Multiple Awards (Oct 1995)
The Government may elect to award a single delivery order contract or task order contract or to award multiple delivery order contracts or task order contracts for the same or similar supplies or services to two or more sources under this solicitation.

RFO FAR - 52.229-11 - TAX ON CERTAIN FOREIGN PROCUREMENTS—NOTICE AND
REPRESENTATION (DEVIATION SEP 2025)
(a) Definitions. As used in this provision—
Foreign person means any person other than a United States person.
Specified Federal procurement payment means any payment made pursuant to a contract with a foreign contracting party that is for goods, manufactured or produced, or services provided in a foreign country that is not a party to an international procurement agreement with the United States.
For purposes of the prior sentence, a foreign country does not include an outlying area of the United
States.
United States person as defined in 26 U.S.C. 7701(a)(30) means
(1) A citizen or resident of the United States;
(2) A domestic partnership;
(3) A domestic corporation;
(4) Any estate (other than a foreign estate, within the meaning of 26 U.S.C. 701(a)(31)); and
(5) Any trust if–
(i) A court within the United States is able to exercise primary supervision over the administration of the trust; and
(ii) One or more United States persons have the authority to control all substantial decisions of the trust.
(b) Unless exempted, there is a 2 percent tax of the amount of a specified Federal procurement payment on any foreign person receiving such payment. See 26 U.S.C. 5000C and its implementing regulations at 26 CFR 1.5000C-1 through 1.5000C-7.
(c) Exemptions from withholding under this provision are described at 26 CFR 1.5000C-1(d)(5) through (7). The Offeror may claim an exemption from the withholding by using the Department of the Treasury Internal Revenue Service (IRS) Form W-14, Certificate of Foreign Contracting
Party Receiving Federal Procurement Payments, available at www.irs.gov/w14. Any exemption claimed and self-certified on the IRS Form W-14 is subject to audit by the IRS. Any disputes regarding the imposition and collection of the 26 U.S.C. 5000C tax are adjudicated by the IRS as the 26 U.S.C. 5000C tax is a tax matter, not a contract issue. The IRS Form W-14 is provided to the acquiring agency rather than to the IRS.
(d) For purposes of withholding under 26 U.S.C. 5000C, the Offeror represents that
(1) It □ is □ is not a foreign person; and
(2) If the Offeror indicates "is" in paragraph (d)(1) of this provision, then the Offeror represents that—I am claiming on the IRS Form W-14 □ a full exemption, or □ partial or no exemption

(e) If the Offeror represents it is a foreign person in paragraph (d)(1) of this provision, then—
(1) The clause at FAR 52.229-12, Tax on Certain Foreign Procurements, will be included in any resulting contract; and
(2) The Offeror shall submit with its offer the IRS Form W-14. If the IRS Form W-14 is not submitted with the offer, exemptions will not be applied to any resulting contract and the
Government will withhold a full 2 percent of each payment.
(a) If the Offeror selects "is" in paragraph (d)(1) and "partial or no exemption" in paragraph (d)(2) of this provision, the Offeror will be subject to withholding in accordance with the clause at FAR
52.229-12, Tax on Certain Foreign Procurements, in any resulting contract.

(g) A taxpayer may, for a fee, seek advice from the IRS as to the proper tax treatment of a transaction. This is called a private letter ruling. Also, the IRS may publish a revenue ruling, which is an official interpretation by the IRS of the Internal Revenue Code, related statutes, tax treaties, and regulations. A revenue ruling is the conclusion of the IRS on how the law is applied to a specific set of facts. RFO FAR 52.240-90 – Security Prohibitions and Exclusions Representations and Certifications
(DEVIATION MAR 2026)
(a) Definitions. As used in this provision-—
Backhaul, covered article, covered telecommunications equipment or services, critical technology, FASCSA order, Intelligence community, interconnection arrangements, national security system, roaming, sensitive compartmented information, sensitive compartmented information system, source, and substantial or essential component have the meanings provided in the clause 52.240-91, Security
Prohibitions and Exclusions.
Business operations means engaging in commerce in any form, including by acquiring, developing, maintaining, owning, selling, possessing, leasing, or operating equipment, facilities, personnel, products, services, personal property, real property, or any other apparatus of business or commerce.
Marginalized populations of Sudan means—
(1) Adversely affected groups in regions authorized to receive assistance under section 8(c) of the
Darfur Peace and Accountability Act (Pub. L. 109-344) (50 U.S.C. 1701 note); and
(2) Marginalized areas in Northern Sudan described in section 4(9) of such Act.
Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-
174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern
Sudan;
(2) Are conducted under specific authorization from the Office of Foreign Assets Control in the
Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
Sensitive technology—
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—
(i) To restrict the free flow of unbiased information in Iran; or https://www.irs.gov/help/tax-law-questions

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International
Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
(b) Procedures.
(1) Covered telecommunications and video surveillance. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) at https://www.sam.gov for entities excluded from receiving federal awards for “covered telecommunications equipment or services.”
(2) FASCSA Orders.
(i) The Offeror shall search in SAM for the phrase “FASCSA order” for any covered article, or any products or services produced or provided by a source, if there is an applicable FASCSA order described in paragraph (e) of FAR 52.240-91, Security Prohibitions and Exclusions.
(ii) The Offeror shall review the solicitation for any FASCSA orders that are not in SAM but are effective and apply to the solicitation and resultant contract (see FAR 40.204-1(c)(2)).
(iii) FASCSA orders issued after the date of solicitation do not apply unless added by an amendment to the solicitation.
(c) Covered telecommunications equipment or services representations. By submission of its offer, the
Offeror represents that, after conducting a reasonable inquiry (that looks at any information in the
Offeror’s possession but does not need to include an internal or third-party audit)—
(1) It will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation, except as waived by the solicitation, or as disclosed in paragraph (g); and
(2) It does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services, except as waived by the solicitation, or as disclosed in paragraph (g).
(d) FASCSA Representation. By submission of this offer, the offeror represents that it has conducted a reasonable inquiry, and that the offeror does not propose to provide or use in response to this solicitation any covered article, or any products or services produced or provided by a source, if the covered article or the source is prohibited by an applicable FASCSA order in effect on the date the solicitation was issued, except as waived by the solicitation, or as disclosed in paragraph (g). A reasonable inquiry will look at any information in the offeror’s possession but does not need to include an internal or third-party audit.
(e) Sudan certification. By submission of its offer, the offeror certifies, after conducting a reasonable inquiry (that looks at any information in the offeror’s possession but does not need to include an internal or third-party audit), that the offeror does not conduct any restricted business operations in
Sudan.
(f) Iran Representation and Certifications.
(1) Except as provided in paragraph (f)(2) of this provision or if a waiver has been granted in accordance with FAR 40.203-3, the offeror, after conducting a reasonable inquiry (that looks at any information in the offeror’s possession but does not need to include an internal or third-party audit), by submission of its offer—
(i) Represents, to the best of its knowledge and belief, that the offeror does not export any sensitive technology to the government of Iran or any entities or individuals owned or controlled by, or acting on behalf or at the direction of, the government of Iran;
(ii) Certifies that the offeror, or any person (as defined at section 15 of the Iran Sanctions Act of
1996, Pub. L. 104-172, 50 U.S.C. 1701 note) owned or controlled by the offeror, does not

(iii) Certifies that the offeror, and any person owned or controlled by the offeror, does not knowingly engage in any…
