About this file
This file is a Questions and Answers document addressing contractor inquiries regarding the National Park Service's five-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract (Solicitation Number 140PS126Q0003) for inspection, testing, and maintenance (ITM) of fire protection and life safety systems across NPS facilities.
The Q&A clarifies four key points: (1) The Administrative Support discipline education requirement includes "or equivalent experience" language consistent with the other four disciplines under the contract; (2) Work will be performed during normal business hours with no requirement for overtime or holiday rates in the base pricing schedule, though individual task orders can account for emergency overtime as needed; (3) The government will not require NICET Level III certification at the Prime level, maintaining the existing NICET II requirement from the Statement of Work and relying on contractor quality assurance practices with qualified subcontractors for risk mitigation; and (4) This contract represents a new standalone ITM IDIQ requirement not currently performed by an incumbent contractor. The contract covers fire protection and life safety system maintenance across NPS's 430+ parks containing over 27,000 structures, with compliance required under the International Fire Code, NFPA standards, and NPS Structural Fire Management policies.

| 1 | The Administrative Support discipline requires an associate degree, whereas the other four disciplines all allow for "or equivalent experience" for minimal education. Considering Administrative Support functions are the least technical of all five disciplines under this IDIQ, would the government consider revising the minimal education requirements to include "or equivalent experience" for the Administrative Support discipline? | Somehow, the "or equivalent experience" left off the Admin Support position; it is the same as all the other positions. |
| 2 | Will all work be performed during normal business hours, or will OT and Sunday/Holiday rates be required? If so, please revise the Pricing Schedule to include line items for OT and Sunday/Holiday Rates for each year and each discipline. | Work will be accomplished during normal business hours. Experience tell us that Parks seldom, if ever, need this work over a weekend or holiday, unless they have an ITM emergency. If they need OT or holiday work, a park can account for that in their individual task order. However, a park is going to want to keep costs down. |
| 3 | Given the geographic dispersion and remoteness of many NPS locations, execution of this IDIQ will necessitate extensive subcontracting for localized field support. However, a Prime contractor that is ostensibly reliant upon subcontractors, without possessing inherent, Prime-level technical qualifications, presents a high risk to the NPS in terms of quality assurance, contract control, and technical oversight. To mitigate this risk, will the government consider requiring a minimum NICET Level III certification in Fire Alarm and Water-Based Systems at the Prime level? This ensures the Prime maintains the necessary supervisory expertise to effectively govern the contract and manage the unique technical complexities of remote field installations. | While the government understand the thought process, the program office is not sure if having a NICET III is going to solve that issue. The SOW already requires a NICET II. The governments position is that a contractor will have to perform some quality assurance on their subcontractors and to do this, they need to hire trusted companies. |
| 4 | Is this contract a new requirement? Is this work currently being performed by an incumbent contractor? If so, will the Government identify the incumbent contractor(s)? | |
| Yes, this is a new requirement as a stand alone ITM IDIQ. It is not being performed by an incumbant contractor |
