About this opportunity

NASA Goddard Space Flight Center (GSFC) intends to issue a Request for Proposal (RFP) for the Environmental Test and Integration Services (ETIS) IV contract to support the Engineering and Technology Directorate. The primary objective is to acquire environmental test and integration engineering services for space flight and ground system hardware and software development, with emphasis on areas such as structural loads analysis, thermal engineering, contamination control, and optics. The contract will be a Cost-Plus-Award-Fee (CPAF), Indefinite Delivery Indefinite Quantity (IDIQ) single-award contract with a five-year ordering period and potential six-month extension. Offerors must possess a "Secret" level facilities clearance and will be evaluated based on their ability to provide comprehensive engineering and integration support. Potential offerors are invited to submit questions electronically to Eboni Washington by May 3, 2024, at 4:00 PM Eastern Time, with the draft RFP expected in May 2024 and the final RFP anticipated for release in late June 2024.

The procurement will be a full and open competition with significant small business participation goals, targeting 30% total small business involvement, including specific allocations for small disadvantaged businesses (5%), women-owned small businesses (5%), and veteran-owned businesses (6.5%). The NAICS code is 541330 with a size standard of $22.5 million, indicating the scale and scope of eligible contractors. Proposals will be due approximately 30 calendar days after the RFP release, with the place of performance at NASA/GSFC. The contract will support multiple ongoing space missions and technology development projects, requiring contractors to provide multidisciplinary engineering services across various technical domains. The NASA Center Ombudsman will be available to address potential contractor inquiries, and offerors are responsible for monitoring the procurement website for solicitation releases and amendments.
