About this file

This document is a Statement of Work (SOW) for Task Order 8-5, Facility Engineering Task, under the Environmental Test and Integration Services (ETIS) III Contract # 80GSFC19C0060. The contractor shall provide technical and management staff to support facility engineering for various test disciplines and general integration and test (I&T) facilities at the Goddard Space Flight Center. Key tasks include planning, designing, engineering analysis, and executing assigned projects such as upgrades to the Spacecraft Magnetic Test Facility, thermal vacuum testing, structural dynamics, electromagnetic interference testing, and cleanroom maintenance. The period of performance is from October 1, 2023 to September 30, 2024. The contractor shall assign a project manager to each project and provide monthly status reporting. The SOW also lists 25 specific high-value ($100k+) or complex projects the contractor is expected to support during the contract year.

The related federal contract opportunity is for the follow-on ETIS IV contract, which will be a Cost-Plus-Award-Fee (CPAF), Indefinite Delivery Indefinite Quantity (IDIQ) single-award contract with a 5-year ordering period. NASA Goddard Space Flight Center plans to release a Draft RFP in May 2024 for potential offerors to provide feedback, followed by the final RFP release in late June 2024. The procurement will be full and open competition with small business goals ranging from 0.5% to 5%.
