Environmental Test and Integration Services (ETIS) IV

Presolicitation Synopsis Questions and Answers

80GSFC24R0012

May 6, 2024

1. Question: Thank you for the recent updates to the ETIS IV procurement schedule. You note that the Contractor is required to have a FCL at time of proposal submission, for Joint Venture Contractors, does the FCL need to be at the Joint Venture level or is it sufficient that all joint venture partners have FCL at the prescribed clearance level? Is that something you can clarify immediately?

Response: Offerors shall possess a SECRET level facility security clearance by the due date for receipt of proposals and this clearance shall be maintained throughout the life of the contract. Offerors shall include in their proposals, their CAGE code for verification of current security clearance status. No Offeror will be considered for award who does not have a SECRET level facility security clearance in place by the due date for receipt of proposals. For proposals submitted as joint ventures, the facility clearance must be granted in the name of the joint venture and the joint venture CAGE code shall be provided.

2. Question: “Prospective offerors are encouraged to notify this office of their intent to submit an offer. All contractual and technical questions must be submitted electronically via email to Eboni Washington at eboni.n.washington@nasa.gov not later than 4:00pm Eastern Time, May 3, 2024. Telephone questions will not be accepted.”

We intend to submit all technical and contractual questions once a draft RFP has been released. Is the intent of the May 3, 2024, deadline for prospective offers to provide feedback prior to a DRFP?

Response: Per the presolicitation notice, the May 3, 2024, deadline is for prospective offerors to notify NASA of their intent to submit an offer. This is also an opportunity to address any known contractual and technical questions or concerns regarding the Environmental Test and Integration Services (ETIS) IV requirement.

3. Question: Can the Government please provide an estimated total value for this opportunity?

Response: The estimated maximum ordering value shall be provided upon the release of the Draft RFP.

NOTE: No proposal/offer information is being requested to be submitted during this posting.
