About this file

This document is a Statement of Work (SOW) for Task Order 10-5, Subtask 3-5 under the Environmental Test and Integration Services (ETIS) III contract. The SOW outlines the requirements for providing thermal engineering support services for the Roman Space Telescope (RST) Integration and Test activities at NASA/Goddard Space Flight Center (GSFC).

The key tasks include providing senior-level thermal systems engineering and design support, serving on the RST integration and test team, recommending design changes, developing thermal test configuration requirements, performing thermal analyses and designs, and providing real-time support during thermal vacuum tests. The contractor must have extensive experience as a thermal engineer of spaceflight systems, familiarity with Thermal Desktop software, and expertise in the thermal design, management, analysis, and testing of large space systems, particularly large telescopes and optical systems. The work will primarily be performed on-site at GSFC, with some remote work allowed. The period of performance is from October 1, 2023, to September 30, 2024.

ETIS-III

Statement of Work

Task: RST Thermal Ground Support Equipment Engineering.

Task Order: 10-5

Subtask: 3-5

Task Modification: 0

Summary/Background:

The Roman Space Telescope (RST) is a NASA mission that addresses the Astronomy and Astrophysics 2010 Decadal Survey top priority recommendations in the large space mission category. The RST spacecraft, payload and observatory will be integrated and tested in the GSFC Environmental Test Facility.

Engineering support will be required to design and implement various thermal test configurations to qualify flight hardware and flight designs and to verify mission requirements. Equipment used to support flight hardware and thermally test the flight hardware in a thermal vacuum chamber will need to be designed, fabricated and verified. Support will be required during testing to ensure proper operation of the test equipment and configuration.

Task Requirements:

1. The Contractor shall provide thermal engineering support services for RST Integration and

Test activities.

Duties will include the following:

Provide senior level thermal systems engineering and design support to the RST Integration and Test Manager in support of RST element and observatory thermal vac testing at NASA/GSFC.

Serve as part of the RST project integration and test team in order to ensure RST element and observatory thermal test requirements are captured and considered in test planning, design, and execution.

Recommend design changes to enable testing, take part in trade studies and recommend further analyses as needed.

Work with the RST engineering team to develop thermal test configuration requirements.

Assist with the publication and review of specifications and requirements related to procurement of GSFC related test hardware.

Perform thermal analyses and design, as needed, to support the aforementioned duties.

Provide real-time support to Thermal Vacuum tests, as required.

Provide support for the design of the RST spacecraft bus cooling system.

2. Qualification Requirements Specific Knowledge / Education

2 | P a g e

The contractor must have the ability to work in a concurrent engineering environment and work with a team of multi-disciplinary engineers to design, model, and analyze a complete thermal vac test configuration. The engineer must have extensive experience as a thermal engineer of spaceflight systems and have a good working familiarity with Thermal Desktop (thermal codes being used at GSFC to model the RST Spacecraft). This position requires demonstrated expertise in the use of standard aerospace industry thermal analysis tools, and demonstrated expertise in the thermal design, management, analysis, and testing of large space systems.

The contractor shall have knowledge of and experience with thermal testing of large telescopes, optical systems and instruments. The engineer must have experience with the planning and coordination of activities associated with thermal testing of flight hardware.

The contractor must be articulate and be able to present design concepts and trades; and provide interim and final reports of their work. Personnel must be proficient in the use of Microsoft Office.

The contractor will provide personnel that is familiar with GSFC Thermal Vacuum Test facilities and their operation.

Task Location

On-site at GSFC, Greenbelt, MD for testing and hardware related activities but remote work allowed.

Task IT Equipment

All work is to be performed on contractor provided IT equipment (computers).

All computers shall comply with NASA/GSFC security protocol and access requirements.

Government Furnished Facilities, Equipment, Software and Other Resources Government will provide on-site office facilities (workspace, phone, internet access, etc.)

Vendor shall provide thermal analysis software and desktop/laptops computers/work stations adequate to support the scope of work.

Deliverables Thermal models, documentation for those models, thermal analysis results, PowerPoint presentations where required, participation in key reviews.
