OEM Engineering Services (B-1, B-2, B-52, KC-135, E-3, AGM-86, F-15, C-17 and KC-46)

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that are capable of providing engineering/technical services to provide on-site engineering services to support B-1, B-2, B-52, KC-135, E-3, AGM-86, F-15, C-17, and KC-46 commodity end items, development of repair procedures and engineering sustainment support for the 848 SCMG applications, engineering, and supply chain management execution data.

The contractor shall be capable of providing engineering/technical services to include, but not limited to:

Qualifying new competitive sources of supply – with emphasis on qualifying small businesses

Analyzing design limit data for use in repair and new build requirements Resolving diminishing manufacturing sources and material shortages

(obsolescence) Developing fabrication/repair procedures from engineering design data Developing fabrication/repair fixtures from engineering design data Evaluating damage, corrosion, wear, and aging Evaluating repairs System integration Developing technical order source data from engineering design data Preparing technical and risk analyses of candidate obsolescence solutions which will be presented to weapons systems’ chief engineers for approval.

Developing test plans for applicable flight test requirements

Additionally, any potential source(s) shall be required to possess any necessary license agreements with the original equipment manufacturer (OEM) Boeing, to obtain access and rights to all required data, including military specific modifications. Any potential source must have access or can obtain access, and the rights to access, Boeing internal data systems to retrieve weapon system design data. Additionally, any potential source must have a licensing agreement with Boeing that authorizes issuing Boeing proprietary data to lower tier sources. Note that the Government currently has no data rights agreement with Boeing to furnish non-Government owned data to other corporate entities.

Evidence showing a current or potential licensing agreement must be provided. A letter from Boeing identifying your company as a licensee -- or potential licensee contingent upon a contract award -- could suffice depending upon the terms of the licensing agreement within the letter. The letter would have to identify the type of data Boeing is willing to license. Data to manufacture certain components is insufficient. Because this effort is dealing with obsolescence resolution and other technical sustainment activities, OEM design data that shows original performance requirements for dynamic loads, fatigue, nuclear hardness, environment stresses, etc. is required to successfully accomplish the workload.

The contractor must meet the following additional requirements:

AS9110 certification (or equivalent) Facilities (manufacturing, laboratory, warehouse, and offices) where the work will potentially be performed must be secure and be able to meet the requirements for SECRET programs (DoD5200.01 and DoD 5220.22). Employs only individuals who can pass a Defense Investigative Service background check required for a SECRET clearance. Maintains a corporate cost accounting system that meets the requirements of DCMA and/or DCAA. Must not be owned (directly or indirectly) by a foreign company(ies) or individual(s) for the duration of any potential Government contract.

The contractor may be responsible for recurring and nonrecurring engineering services associated with becoming a qualified source. The contractor may be responsible for supply chain management, logistics, forecasting of parts, long-lead parts procurement, repairable forecasting, obsolescence issues, and delivery of serviceable assets.

The specific requirement consists of, but not limited to, the following commodity type items used on B-1, B-2, B-52, KC-135, E-3, AGM-86, F-15, C-17, and KC-46 for which Boeing is the original equipment design activity, or the original design specification activity, or the items exist under a Boeing Proprietary Limited Rights legend.

All of the commodity type items that encompass this announcement are considered Line Replaceable Units (LRUs) – items that can easily be removed from an aircraft, or system, by maintenance personnel at forward operating locations.

As a small or large business, do you believe conditions exist for a small business set-aside in accordance with FAR 19.502-3(a) for any portion of the requirement described above? If yes, please indicate which portion of the requirement and the most appropriate NAICS code for each portion.

Of the portion of work you identified as having the potential to be small business set-aside, are you most interested in performing as a prime contractor or subcontractor for the requirement described above? Please indicate whether you would qualify as a small or large business under the NAICS code you believe is most appropriate.

If you are a small business, of the portion of work you identified as having the potential to be partially set-aside, are you capable of performing at least 50% of the work, in order to comply with FAR Clause 52.219-14, specifically 52.219-14(c)(1), “At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.”

If you are a small business interested in performing a portion of the requirement as a set-aside, provide a brief summary of your company’s experience and past performance within the past three years as a prime contractor as it relates to the magnitude of this anticipated requirement and/or the portion of the work you identified as having the potential to be partially set-aside.

If a large business, relative to NAICS Code 541330, submit the reasonable expectation of subcontracting opportunities for small business concern(s) to provide materials, parts and/or services in support of your capabilities to meet the requirements to provide on-site engineering services to support B-1, B-2, B-52, KC-135, E-3, AGM-86, F-15, C-17, and KC-46 commodity end items weapon systems.

Interested vendors that have not been previously qualified for this acquisition must submit a Source Approval Request (SAR) package to the Source Development, Small Business Office at 405-739-7243. As prescribed in FAR 9.202(e), the contracting officer need not delay a proposed award in order to provide a potential offeror with an opportunity to demonstrate its ability to meet the standards specified for qualification.
