About this opportunity
The Department of the Air Force Materiel Command Research Laboratory seeks proposals to identify, develop, mature, and demonstrate technologies that enable refurbishable high-speed capabilities exceeding Mach 3 for intelligence, surveillance, reconnaissance, and strike platforms by 2028 and fully reusable systems by 2035 through the Enabling Technologies for High-speed Operable Systems program. Offerors must address capabilities in areas such as experimental sciences, propulsion, structures, modeling and simulation, and vehicle design and integration, and proposals will be evaluated based on technical merit and cost. Amendments have increased total program funding to $625 million and allow for the use of assistance instruments and prototypes.
No set-aside designation is specified. Relevant NAICS codes include 336411 for aircraft manufacturing and 541712 for research and development in physical, engineering, and life sciences. Current contractors include AFWERX, which has received task orders under the program. Individual task order awards range from $200,000 to $10 million, and total contract awards over the seven-year period are estimated at $300 million to $625 million. Work is to be performed at contractor and Air Force facilities and is anticipated to be classified up to Secret level.

Two IDIQ contracts with a $10M shared ceiling are anticipated. Two initial Task Orders are planned for $200K each. The primary purpose of the program is to mature a preliminary Dual Mode Ramjet design to a critical design level, construct the DMRJ test article, and perform both direct connect (DC) and integrated free-jet testing. Design and develop state of the art solutions (components and architectures) pointed toward DMRJ integration. Proof of principal demonstrations to evaluate potential for residual testbed capability to develop critical path technology for advanced propulsion systems.

This Amendment replaces the NAICS code for this effort with the current NAICS code of 541715. No other changes are made by this amendment.

The overall objective is to identify those technologies that support the critical path development of AFRL's research in the area of high speed systems. Relevant activities include basic, applied, and advanced research to develop, demonstrate, integrate, validate and transition new aerospace technologies. These technologies will enable cost effective, survivable aerospace vehicle platforms operating at Mach 3 and higher. A robust research and development effort may require the use of demonstration vehicles, ground test facilities, flight test facilities, computational studies and modeling, and/or laboratory experiments to develop, analyze, and assess aerospace vehicle system and subsystem performance.
