About this file

This document contains responses to questions from potential offerors regarding solicitation number FA8650-17-S-2002. The solicitation seeks proposals for the development of enabling technologies to achieve refurbishable high-speed capability for intelligence, surveillance, and reconnaissance platforms by 2028, and fully reusable quick-turn systems by 2035. The responses indicate that offerors will receive detailed technical requirements and design constraints related to combustor performance parameters, test facility interfaces and operational conditions, review criteria, and control system modeling needs after contract award. Eligible contractors include the contractor that submitted the inquiry. The Department of the Air Force Materiel Command Research Laboratory is the contracting agency.

Text version

1. Can you please specify which hydrocarbon fuels are of interest?

Response: The government is open to contractor solutions.

2. Can you please specify the lowest and highest Mach number or inlet throat total temperature that the combustor should operate at?

Response: Information will be provided to successful offerors after contract award.

3. Can you please specify the minimum and maximum dynamic pressure?

Response: The government is open to contractor solutions.

4. The FA8650-17-S-2002-Call1 document says that Government Furnished Information (GFI) and/or Software is available, i.e. previous test data and engineering drawings. When will this information be provided?

5. The FA8650-17-S-2002-Call1-Atch1 document says that the DMRJ design will be subject to strict free-jet facility-driven weight requirements. What are these weight requirements?

6. FA8650-17-S-2002-Call1-Atch2 states that the DMRJ shall maintain interfaces to the existing components of the free-jet rig (inlet/isolator and support structure) and shall meet facility requirements/constraints associated with the primary and alternate DC test facility and free-jet facility. When will this interface/requirements/constraints information be provided?

7. FA8650-17-S-2002-Call1-Atch2 states that a Preliminary Design Review (PDR) and Critical Design Review (CDR) with the Government shall occur during Task Order 1 of the project. However the period of technical performance for Task Oder 1 is only 6 months. What are the Government entrance and exit criteria for PDR and CDR?

Response: Entrance and exit criteria for the PDR and CDR will be tailored to the specific technical approach.

8. FA8650-17-S-2002-Call1-Atch2 states that the required flowpath geometry of the DMRJ combustor be determined using the existing free-jet test rig geometry (inlet/isolator and strongback) and inlet/isolator operability/performance conditions as a design constraint. The designs shall also meet facility requirements/constraints associated with the free-jet facility.

When will the existing free-jet test rig geometry, inlet/isolator operability/performance and free-jet facility requirements/constraints be made available?

9. FA8650-17-S-2002-Call1-Atch2 states that a control system plant model that can be used with the existing inlet controls model be developed as well as fuel requirements and ignition agent restrictions be obtained from the Government Team. When will this information be available?

10. FA8650-17-S-2002-Call1-Atch2 states that the DMRJ critical design and its associated subsystems must be compatible with the existing free-jet hardware including, but not limited to, overall system weight, length, and interfaces. When will this information be available?

11. FA8650-17-S-2002-Call1-Atch2 makes several references to an alternate DC test facility. Can the Government provide information on what alternate facilities they would consider as viable DC test facilities?

Response: It is up to the contractor to select an appropriate primary and alternative facility based on the technical requirements for their specific concept.

12. Is (contractor name removed) eligible to submit a response?

Response: Yes. This is an unrestricted solicitation.

13. Could you provide the existing designs and associated performance?
