SUBJECT: Amendment 0001 to BAA FA8650-17-S-2002
The purpose of this Amendment is to increase the total ceiling for this program from $300M to $625M and to allow for the use of Assistance Instruments and Other Transactions for Prototypes in accordance with 10 USC 2358 and 10 USC 2371(b), respectively. Subsequently, this amendment serves to add the following language to the
BAA:
1. Estimated Program Cost (Page 2) is amended to read $625M.
2. Type of Contract Instrument is amended to read: “The Air Force reserves the right to award the instrument best suited to the nature of research proposed. Accordingly, the Government may award any appropriate contract type under FAR or Other Transaction (OT) for Prototype, Grant, Cooperative Agreement, or OT for Research. The Air Force may also consider award of an appropriate technology transfer mechanism if applicable.”
It is anticipated that awards under this BAA will generally be cost reimbursement contracts (Cost Plus Fixed Fee or Cost) or Cooperative Agreements. Cost reimbursement contracts and Assistance Instruments require successful offerors to have an accounting system considered adequate for tracking costs applicable to the contract. Firm fixed price contracts may be considered.
It is also noted that upon successful completion of an OT for Prototype, potential may exist for the award of a follow-on production contract or transaction to the participants in the transaction.
3. VI Other Information is amended to add the following Note:
Note: If you intend to submit a proposal for an assistance instrument, go to Attachment 6 which discusses how to find the assistance opportunity, prepare the cover page, and complete the certification. This section also provides the process for electronic submission of proposals for assistance instruments.
4. Attachments are amended to add the following: Attachment 6, Supplemental Instructions for Assistance Instrument Proposals.
5. Contracting POC is amended to read:
