This announcement serves two purposes: 1) This is a Notice of Contracting Action for an anticipated upcoming program and BAA announcement as summarized below; and 2) this is also a Sources Sought Notice for the purpose of conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet Air Force needs as identified below:
Background: The High Speed Systems Division within the Air Force Research Laboratory (AFRL) conducts research to develop, demonstrate, integrate and transition high speed vehicle technologies that provide affordable, revolutionary capabilities to the warfighter. Technology developments in high speed systems provide for cost effective weapons and aerospace vehicle platforms capable of accurate and timely delivery of payloads worldwide in support of the Air Force’s desire for rapid, persistent strike/ISR and affordable, responsive space launch. The time frame for development of these capabilities is such that the technologies are demonstrated and matured to a technology readiness level of 6 for mid-term transition in 2025 (persistent engagement) and far-term by 2035 (responsive space launch).
Objective: The overall objective is to identify, develop, mature, and demonstrate technologies that enable refurbishable high speed (M>3) capability for intelligence/surveillance/reconnaissance (ISR) and strike platforms by 2028, and for quick-turn fully reusable systems by 2035. It is envisioned that the earlier demonstration systems will be air-launched utilizing rocket-boost to reach hypersonic cruise speeds, and later employing combined cycle engines that permit runway operations. Sub-Tier Objectives: The Technical Objectives below further define the desired technology areas.

5. Vehicle Design and Integration
Interested parties are invited to submit a Statement of Capabilities (SOC), not to exceed 5 pages, reflecting their interest and capability in meeting the above requirements. Information submitted should be pertinent and specific in the technical area under consideration as outlined above and on each of the following qualifications:
(1) Experience – provide an outline of relevant projects, specific work previously performed, or any in-house research and development effort or similar type work that is currently being performed.
(2) Personnel – provide the professional qualifications and specific experience of scientists, engineers, and technical personnel (i.e., principal investigator, project officer) who may be assigned to perform in the technical areas under consideration.
(3) Facilities & Equipment – provide availability and description of special facilities and equipment required to perform in the technical areas under consideration.
(4) Other – provide any other specific and pertinent information as it pertains to this particular area of procurement that would enhance our understanding of the interest and capabilities of the marketplace.
Security Classification of the program is anticipated to be at the Secret level. Information involved in this program will be subject to Export Control (International Traffic in Arms Regulation (ITAR) 22 CFR 120-131, or Export Administration Regulations (EAR) 15 CFR 710-774).
The North American Industry Classification System (NAICS) code for this program is 541712 “Research and Development in the Physical, Engineering and Life Sciences (except Biotechnology) with the Aircraft, Aircraft Engine and Engine Parts exception” with a small business size standard of 1,500 employees.
