This announcement does not request any proposals at this time. The following topic is an anticipated requirement for AFRL/RQ. A call requesting proposals for this topic is anticipated to be published in May 2020.
The funding listed reflects the estimated requirement funding only. This estimate is not a promise of funding. Funding is uncertain and is subject to change. Changes in availability may occur as a result of the exercise of Government discretion.
Technical Description: The objective of this BAA is to provide research and development (R&D) for investigation of basic concepts, components, sub-systems, and diagnostics, for high-speed air breathing propulsion systems, airframe structures, and internal/external aerodynamics including integration into air vehicles, weapons, and launch systems. Two Task areas focus on:
· Task Area 1: fundamental phenomena associated with developing and integrating high-speed air breathing propulsion systems, airframe structures and internal/external aerodynamics. Such research will consist of, but will not be imitated to development and evaluation of: turbulent and transitional flows, shock-boundary layer interactions, multi-phase and transitioning flows, boundary layer separation, finite rate combustion, flame stability & thermal loading, fuel injection of gaseous, liquid, supercritical/multiphase fluids, combustor control, development diagnostic/ measurement techniques, software and modeling development, mapping of ground/flight data to simulation/experimental results, and airframe seals/panels/component characterization.
· Task Area 2: development and evaluation of advanced aero-propulsion system and components, airframe structures, internal/external aerodynamics including integration into air vehicles, weapons and launch systems. Such research will consist, but will not be limited to development and evaluation of: fixed and variable geometry inlets/isolators/nozzles, fuel injectors, flameholders, ignition systems, combustors, and thermal management systems with an emphasis on increasing engine scale, range of operability, durability and performance. Also included is aerodynamic and fluid/structural interaction research including evaluations of seals, panels, and airframe components in relevant environments. Additionally, fundamental research & development of advanced instrumentation and diagnostic techniques in relevant environments are a priority.
Said research will utilize the scientific community to either solve or to develop an approach to the solution of such research problems. This research will consist of Basic, Applied and Advanced Research (6.1, 6.2, 6.3).
These solutions and/or approaches will involve the types of efforts that are not readily available through either in-house procedures or under existing contracts.
Type of Contract/Instrument: Cost plus fixed fee, task orders under an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract.
Estimated Program Cost: A shared program ceiling of $75M is currently anticipated.
Anticipated Number of Awards: The Air Force anticipates awarding two (2) Basic ID/IQ contracts for this announcement with two (2) task orders (TO) each for this announcement. However, the Air Force reserves the right to award zero, one, or more contracts for all, some or none of the solicited effort based on the offeror’s ability to perform desired work and funding fluctuations.
It is anticipated that a Call providing more details into this program will be released in May 2020. The Call will be made available at beta.sam.gov. Direct any questions to the Contracting or Technical point of contacts identified in the announcement.
