About this opportunity

The Department of Agriculture Agricultural Research Service seeks emergency sewer and lift station repair services at its Florence, South Carolina facility, with quotations due August 19, 2026, at 10:00 a.m. Central Time and questions due August 17 at 10:00 a.m. CST. This procurement is a Total Small Business Set-Aside (NAICS 561210, $47 million size standard), foreclosing competition from large businesses.

Place of performance is 2611 West Lucas Street, Florence, South Carolina 29501. The existing lift station has experienced complete failure of the pump and impeller assembly, preventing wastewater processing and affecting approximately 18 employees and multiple summer students. The contractor must complete all work within 30 days of Notice to Proceed.

The scope includes removal and replacement of two nonfunctional pump and impeller assemblies with compatible units meeting current performance requirements; completion of all plumbing and electrical connections; full functional testing including wetwell pumpdown, alarm verification, float and level control checks, and automatic cycling verification; inspection, cleaning, and verification of the approximately 360-foot discharge line through mechanical or high-pressure flushing; and evaluation and replacement or repair of existing pump guide rails. The contractor must provide itemized invoices, as-built notes, warranty information, pump specifications, and written compliance confirmation. Work hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding federal holidays.

This is a firm-fixed-price Request for Quotation under Lowest Priced Technically Acceptable methodology. Offerors must submit a signed SF 1449, technical approach narrative with photos, one to two documented references from federal, state, or university customers for similar sewer repair work completed within the past five years, and a completed Limitations on Subcontracting form. Evaluation criteria include technical acceptability, documented experience, compliance with FAR 52.219-14 limitations on subcontracting, and acceptable past performance as determined through SAM.gov exclusions, CPARS ratings, and reference feedback. Amendment 0001 was posted August 17, adding two technical drawings (Lift Station 1 Drawing and Sewer Line 1 Drawing) and must be acknowledged prior to the submission deadline. Site visits are optional; interested offerors may schedule individual visits by contacting Mel Johnson at mel.johnson@usda.gov or 843-624-6015.
