About this file

This is a Statement of Work (SOW) for emergency sewer and lift station repair services at a USDA Agricultural Research Service facility located at 2611 West Lucas Street in Florence, South Carolina. The existing lift station has failed due to complete wear of the pump and impeller assembly, rendering the building unable to process wastewater and making all restrooms and sinks non-functional, which impacts approximately 18 employees and multiple summer students. The facility requires portable air-conditioning units with running water to meet OSHA guidelines during repairs.

The contractor must perform the following primary work: (A) evaluate and repair the lift station including removal of two nonfunctional pump and impeller assemblies, identification and installation of compatible replacement pumps meeting current performance requirements, completion of all plumbing and electrical connections, performance of full functional testing (wetwell pumpdown test, alarm system test, float and level control verification, automatic cycling verification), and provision of comprehensive documentation including itemized invoices, as-built notes, warranty information, pump specifications, and written compliance confirmation; (B) inspect, clean, and verify the full functionality of the approximately 360-foot discharge line from the lift station to the municipal connection through mechanical or high-pressure flushing, blockage inspection, and flow capacity assessment; and (C) evaluate existing pump guide rails for reusability or supply and install new stainless steel or corrosion-resistant guide rails with all necessary hardware, brackets, and alignment guides. The contractor must complete all work within 30 days of Notice to Proceed, maintain a clean and safe work area, remove all demolition and waste materials daily, obtain all required permits and licenses at their own expense, provide an itemized bid, comply with USDA BioPreferred Program requirements where practicable, and coordinate with designated government points of contact. Work hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding federal holidays, and this small business set-aside acquisition (NAICS 561210, $47M size standard) is issued as a Request for Quotation under Solicitation Number 1232SA26Q1287.
