About this file

This is a Limitations on Subcontracting compliance checklist required for the Emergency Sewer and Lift Station Repair solicitation (1232SA26Q1287), a Total Small Business Set-Aside issued by the Department of Agriculture Agricultural Research Service for facilities support services at Florence, SC. The checklist evaluates offeror compliance with FAR 52.219-14 subcontracting limitations and must be completed in full by all quoters, with nonresponses or incomplete responses potentially rendering quotes ineligible for award.

Offerors must disclose whether the prime contractor will self-perform the required work or utilize subcontractors. If subcontracting is planned, offerors must provide detailed information for each projected subcontractor, including legal business name, Unique Entity ID, NAICS code, and certification that the subcontractor is listed as a small business in SAM.gov under the applicable NAICS code (561210, with a $47M size standard). The prime contractor must certify that it will not pay more than 50 percent of government contract payment to firms that are not similarly situated, that all projected subcontractors are verified small business concerns, and that it understands failure to comply with limitations on subcontracting may result in termination for default, negative CPARS ratings, or other government remedies. An authorized official signature, printed name, title, and date are required to complete the checklist, with optional space provided for clarifying remarks regarding performance approach or subcontracting strategy.
