The contractor shall provide a dedicated fixed-wing, multi-engine pressurized aircraft capable of transporting one litter patient and one non-medical attendant from Bucholz Army Airfield (PKWA) in Kwajalein Atoll, Republic of the Marshall Islands to medical facilities in Oahu, Hawaii, covering approximately 2,100 nautical miles. Key requirements include maintaining zero safety violations, ensuring patient pickup within 24 hours of mission notification, providing bedside-to-bedside transport with Advanced Life Support and Critical Care Transport capabilities, and maintaining full compliance with HIPAA, DoD security protocols, and FAA standards. Personnel must include at least two pilots with Airline Transport Pilot (ATP) certificates and two medical providers with specified experience and certifications. The response deadline for this Sources Sought Notice is January 23, 2026, though this is market research only and does not constitute a formal Request for Quote.
This Pre-Solicitation Notice involves no small business set-aside, and no incumbent contractor or award value information is provided in the available documentation. The contract period consists of a base year running from May 1, 2026 through April 30, 2027, with four optional one-year renewal periods extending through April 30, 2031. The contractor will be compensated through two service categories: a monthly fixed availability fee and task-order mission costs for individual evacuations. All contractor responsibilities include providing the aircraft, medical equipment, logistics, and compliance documentation, with all responders responsible for their own costs associated with responding to this Sources Sought Notice. Responses marked as proprietary will be protected; however, responses will not be returned to submitting parties as this is an information-gathering exercise for government planning purposes prior to formal solicitation.
